CONTEXT
Since 2014, GGGI has been working with the Government of Mexico to advance green growth policies and green investments through strategic partnerships with the Ministry of Environment (SEMARNAT), Ministry of Finance (HACIENDA), Ministry of Agriculture (SADER), and Ministry of Energy (SENER), among other institutions. GGGI Mexico has grown significantly over the past decade and has transformed into a portfolio-based country program, with programs and projects of varied sizes covering different GGGI Programmatic Solutions, including Sustainable Finance, Climate Action and Sustainable Landscapes.
GGGI has consolidated its role as a trusted advisor to Mexico’s federal and subnational governments in the design, implementation, and financing of green growth and climate change initiatives. Overall, the GGGI Mexico Programme aims to: a) deliver transformational programs with measurable attributed and contributed outcomes; b) ensure government ownership, commitment, and support for GGGI interventions in Mexico, foster strong partnerships, and facilitate resource mobilization to accelerate the adoption of green growth; c) promote knowledge sharing by bringing together a cross-selection of GGGI experts to deliver a “One GGGI” country approach; and d) strengthen linkages between Mexico’s development agenda with global commitments (e.g., Paris Agreement; 2030 Agenda) and GGGI’s 2030 Strategy.
The partnership between GGGI and the Government of Mexico has produced several key results to date. In the coming years, GGGI will continue to catalyze resource mobilization to bridge the significant climate finance gap and promote technical advisory in sustainable landscapes (covering agriculture, sustainable forests, coastal resilience and blue economy), sustainable finance (related to green and climate investments), climate action (such as NDC planning and implementation, inclusive green growth plans, MRV system design) and green infrastructure solutions (such as sustainable mobility, circular economy, sustainable energy, green industries).
GGGI seeks a Mexican Country Program Manager to lead engagement with government counterparts, donors, and key stakeholders. This role also involves managing the program team, building and maintaining strong relationships with government entities and other key partners, and driving the identification and development of new project opportunities. The Program Manager will oversee the implementation of projects in Mexico, ensuring high-quality delivery and impactful outcomes. The ideal candidate will have extensive experience in stakeholder engagement, proven people management skills, and strong experience in program implementation and resource mobilization in Mexico.
POSITION SUMMARY
In this role, the Country Program Manager will manage the Mexico program and team, foster productive relationships with government counterparts and stakeholders, engage actively with donors, and collaborate closely with other LAC country programs, the LAC regional office, and GGGI headquarters to ensure programmatic and operational coherence across the organization. The Program Manager reports to GGGI´s LAC Regional Director.
PURPOSE
The Country Program Manager, based in Mexico City, will lead the development and execution of GGGI’s Mexico Country Program. This role involves overseeing the project portfolio, identifying and pursuing resource mobilization opportunities, and strengthening partnerships with the Government of Mexico, donors, and other stakeholders. The Country Program Manager will provide strategic leadership to drive impactful program delivery in alignment with GGGI’s mission and vision.
ENGAGEMENT

Build and maintain engagement with government counterparts, donors, and other stakeholders in Mexico, establishing strong relationships and securing GGGI’s relevance in the country.

Develop and foster strong relationships with donors, development partners, key government institutions, relevant academic institutions, non-governmental organizations, international financing institutions and/or private sector as key stakeholders of GGGI’s Mexico program.

Map, identify, and engage with donors to secure resources for GGGI’s work in Mexico.

Collaborate with LAC Country Programs, to identify synergies, leverage complementarities, build and deliver regional projects and programs.

Represent GGGI in donor meetings, project meetings, and government dialogues.

Provide guidance, support, and development opportunities to the Mexico Staff, fostering professional growth and enhancing team performance by building strong and collaborative relationships.
DELIVERY
Under the leadership of the GGGI´s LAC Regional Director, the Country Program Manager will be responsible for the delivery of the following tasks:

Providing strategic guidance to project teams, oversee projects implementation and ensure quality of delivery across the Mexico projects portfolio.

Identify country-level resource mobilization opportunities and undertake responsibilities for new proposal development for funding from earmarked sources, in close consultation with GGGI´s LAC Regional Director, the LAC Regional Office and GGGI HQ.

Lead strategy development efforts for the Mexico Country Program.

Provide clear and timely reporting to GGGI´s LAC Regional Director, GGGI Headquarters, and donors on project delivery.

Comply and consistently use all networks and systems established within GGGI (ERP, GO, CRM, etc.) for managing operations and reporting.

Develop a strategic staffing plan and operational budget that align with the LAC Region and long-term goals of the Mexico Country Program.

Effectively manage staff, setting KPIs and fostering career development in collaboration with HR while promoting team cohesion, collaboration and well-being.

Oversee work and budget planning and implementation for all projects in Mexico, ensuring timely budget execution, comprehensive project monitoring, and accurate reporting.

REQUIREMENTS
QUALIFICATIONS

This is a national position open only to Mexican nationals or with a valid visa to work and live in the country.

An advanced degree in sustainable development, sustainable finance, Public Administration, Economics, International Affairs or another relevant field is valued.

9-10 years of professional experience in sustainable development, project management, donor engagement, and proposal development.
-
7 years of progressive work responsibilities at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects in multilateral or bilateral cooperation organizations or consultancies.

Proven experience in coordinating and liaising with government agencies and/or donors.
-
Experience working in policy design and/or project preparation, preferably with subnational governments.

Demonstrated experience working with international organizations, a large multinational business or consultancy, a large non-profit organization or government.

Demonstrated experience in working as part of a team, and in multicultural settings, and ability to manage multiple parallel tasks.

Demonstrated Experience in leading/managing multidisciplinary teams.

Familiarity and understanding of green growth issues, trade-offs, benefits, evaluation tools and linkages with poverty reduction and development outcomes.

Demonstrated experience in at least one of GGGI´s thematic areas, such as sustainable energy, Sustainable Landscapes, Sustainable Finance, Green Cities, Water or circular Economy.

Have in-depth knowledge of the policy development framework, institutional landscape, public management and financing structures of Mexico at the national level, political cycles and investment context.

WORKING CONDITIONS
The Mexican Country Program Manager is an X10 grade level in GGGI's Mexico Salary Scale. For X10 national grade, the base salary starts from USD 62,688. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
