Overall purpose of the role:

  • Provide overall advice, coordination, and technical support to the Human Resources team
  • Ensure efficient support to the field offices in accordance with existing DRC policies and procedures
  • Advise and assist managers in Human Resources related issues and concerns

Responsibilities:

Recruitment and Selection

  • Posting the Job advertisements for all vacancies for Myanmar at the relevant pages.
  • Oversee and organize recruitment and selection processes for both national and expat positions as per DRC’s recruitment principle
  •  Responsible for the quality of the data in the HR Manager talent recruiter system.
  • Responsible as a HR focal person for the whole recruitment process for CO level national position.
  • Ensure all employees have JDs for their relevant positions.

Performance and Development

  • Responsible for a proper onboarding process for all new employees at Country office.
  • As required, the HR Specialist will support in managing performance counselling, employee grievances and disciplinary issues
  • Support to the managers and employee probation, performance and development process
  • Promote DRC learning platform to be utilized effectively by the employees.
  • Provide the people management TOT training for the managers, TLs and HRs.

 Compensation & benefits

  • The HR Specialist will supervise and review the entire process of payroll and income tax calculation, before submitting it to HR Manager
  • On a quarterly basis, he/she will be responsible for reviewing the updated list of staff and dependents used by the insurance company
  • Support HR Manager for the implementation of CO level compensation and benefit survey

Human Resources Compliance

  • Act as the technical Manager for all HR focal points at the AOs and partner organization.
  • Review periodically the quality of the filling of the personal files according to the checklist template
  • If requested by the HR Manager, the HR Specialist will supervise and organize the distribution of tasks among the HR department during Donor audits
  • Responsible to ensure that all HR Management workflows and internal processes are compliant with the HR Manual, the HR SOP’s, and the Myanmar labour law as well as the DRC’s global guidelines.

Employee Wellbeing

  • Responsible to make sure all employees have access to available resources for physical and mental wellbeing including Insurance, Psychological support, etc.
  • Support employees for their participation on DRC voices.

DRC dynamics:

  • The HR Specialist will be responsible for reviewing the quality of the data entered in the system for entire country’s operation.
  • Responsible for organizing Dynamics HR light user and heavy user training
  • Technical support to HR Heavy users to be in line with the system’s guidelines and manuals
  • Follows up technical and functional issues in the system on behalf of Myanmar users

Supervisor responsibilities:

  • As a supervisor he/she may contribute daily tasks of the supervisees and provide input at the performance appraisal of the HR Team members
  • Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it; and how to achieve the objective set by the manager.

Any other duties relating to the nature of the job as requested by the Manager.

Required experience and technical competencies

  • Mandatory: Bachelor degree level education
  • Desirable: Master degree in human resource management, Business, or Social Science Degree specializing in Human Resources
  • Minimum 3 years' working experience in Human Resources within an NGO
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
  • Extensive knowledge of local labor law
  • Excellent skills in handling and advising complex people management issues
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using online HR systems
  • Full professional proficiency in English

Condition

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G- non management.
