Report to : Supply Chain Manager

Overall purpose of the role:

  • Functions as a specialist in Logistics and Procurement in the country
  • Support effective implementation of logistics/procurement systems and functions in the country with a particular focus on compliance to the Operations Handbook
  • Support logistics/procurement staff and functions in all DRC country offices

Responsibilities:

Procurement Co-ordination

  • Oversight of all purchase and service contracts to ensure DRC's interests are protected
  • Visit area offices to assess full compliance and implementation of Operations Handbook across all field offices
  • Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contracts
  • Ensure DRC supplier due diligence is effective, and vendors are registered
  • Provide remote support in ITB management (TOC report, technical analysis and contract award)
  • Organize procurement training for non-Supply Chain staff and small-scale refresher training for procurement staff
  • Assist Manager in ensuring implementation of CAST/audit recommendations relating to logistics/procurement

Fleet management

  • Ensure compliance and implementation of Operations Handbook across all field offices
  • Management of rental and owned vehicles, generators, speed boats & motorbikes (in line with DRC guidelines)

Asset Management

  • Ensure compliance and implementation of Operations Handbook across all field offices
  • Provide bi-annually comprehensive country reports on Inventory/Assets to SMT and for donor reporting
  • Implement any available tools to improve the inventory management
  • Perform Registration, maintenance, repairs-maintenance & disposal of DRC assets accordingly to donors’ rule and policies (in line with DRC guidelines)

Warehouse Management

  • Ensure compliance and implementation of Operations Handbook across all field offices.
  • Provide bi-annually country report on warehouse inventory to SMT (list and stock value in hand).

As Specialist the post-holder is responsible for the following:

  • Responsible for providing specialized knowledge and operational know-how within a specific discipline
  • May also have technical line responsibilities, but generally on technical or operational matters
  • Any other duties relating to the nature of the job as requested by the Manager.

Required experience and technical competencies

  • Master's degree in e.g. Logistics and/or Supply Chain Management
  • Certification in Humanitarian Logistics Supply Chain (desired if no academic degree)
  • Minimum 3 years of experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution support
  • Knowledge and experience of dealing with service providers and contractors’ management
  • Field experience
  • Working experience from an international humanitarian organization
  • A good understanding of the procurement rules and regulations of major international donors
  • Experience working in an (I)NGO
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English

Condition

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G- non management.
