Description & Requirements

Your Team

The  facilitates the implementation of the Council of Europe's mission in Ukraine on human rights protection, democracy support and the rule of law. We co-ordinate and implement co-operation projects and programmes aimed at supporting Ukraine in fulfilling its statutory and specific obligations as a member State of the Council of Europe. 

You will be part of the team implementing the Project "Anti-corruption transformation in Ukraine"* which aims at improving Ukraine's national anti-corruption system, contributing to the jurisdiction's overall integrity, resilience, good governance and economic stability through advanced legislative reforms, enhanced capacities of the national stakeholders, and fostered civic engagement.

The Project's implementation will be supervised by the . The Project team will include a Senior Project Officer and a Project Assistant, based in the Council of Europe Office in Ukraine. A Project Manager, based at the headquarters in Strasbourg, will be responsible for coordinating the project.

Your Role

As a Senior Project Officer, you will:

  • plan, manage, implement and follow up on project activities in accordance with the project workplan and calendar of activities, Council of Europe’s procedures and project management methodology, in close co-ordination with the project team in headquarters (HQ); report problems encountered; suggest priorities and adjustments as necessary;
  • establish and develop effective contacts and liaise with local stakeholders and project consultants as regards the implementation of project activities;
  • contribute to the efficient functioning of the Council of Europe Office in Ukraine, coordinate internally with other projects implemented by the Office, and regularly inform the Head of the Office about the implementation of the project and coordinate the work within the broader framework of the overall activities of the Office;
  • advise and brief the management in HQ on the progress of the project implementation and other project-related issues; assist in the event of an evaluation or audit of the project;
  • ensure quality and relevance of project outputs, suggest adjustments as necessary;
  • draft and provide elements to all project-related reports (activity and progress reports, mission reports, information notes, briefings, contributions, etc.) within set deadlines;
  • contribute to raising the visibility of the project by drafting web news items and press releases, by disseminating information and by providing advice and input on publications, in line with the project’s communication and visibility plan;
  • coordinate and contribute to the financial management of the project and ensure close budgetary follow-up of all project expenditures, in accordance with regulations, procedures and donor requirements;
  • participate in the selection of local service providers and negotiate contracts in consultation with HQ;
  • undertake official journeys in connection with the project activities;
  • follow developments at the national level (legal, policy, institutional) in the areas covered by the project and keep the Office management and the project team in HQ, regularly informed of project results, further needs and risks, and opportunities for further interventions;
  • contribute to the development of new project proposals and activities;
  • promote Council of Europe values internally and externally.
Requirements to apply

You must:

  • have a completed full course of general secondary education and appropriate professional qualifications for the position;
  • have a minimum of 5 years of relevant professional experience in the areas of anti-corruption/law enforcement/rule of law-related fields, of which at least 2 years’ experience in project management related to the fight against corruption and economic crime and in the delivery of international technical assistance projects;
  • have an excellent knowledge of Ukrainian (first language level) and a very good knowledge of English (one of the Council of Europe's two official languages);
  • be a citizen of the host country or one of the 46 member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • be currently present in Ukraine;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.

    • proven and relevant experience in project management and implementation of technical cooperation or policy-oriented projects;
    • good knowledge of the relevant Council of Europe and other international standards in the field of anti-corruption and economic crime;
    • strong understanding of the anti-corruption landscape and broader political context in Ukraine;
    • experience working with authorities and international organisations;
    • solid computer skills, in particular the ability to use applications for statistics, data processing and analysis and for visualising and presenting such data.

What we offer
