Job Description
Project Context and Scope
IOM Kazakhstan is implementing the project “Labour Migration in Central Asia” funded by the Swiss Development Cooperation (SDC) and synergized by IOM’s “Displacement Tracking and Evidence for Migration Analysis and Policy in Asia” (DATA) project funded by the European Union. The overall objective of the MTM component under the projects are to strengthen the evidence-based formulation and implementation of humanitarian and development policy and programming on human mobility in Kazakhstan. The MTM exercises are to assess international and national mobility and provide population estimates, locations, and geographic distributions of international migrants, emigrants and returned migrants. By deploying the MTM as its primary data collection methodology, IOM strives to advance the comprehension of human mobility, migration, and return dynamics in the target countries. Furthermore, it seeks to promote regional interoperability and harmonization of displacement, and population mobility data collection initiatives as well as improve the generation, utilization, and management of such data.

Responsibilities
Tasks to be performed under this contract
2.1 Oversight, Supervision in data collection:
- Provide comprehensive support to the MTM team in Kazakhstan in planning, implementation, and coordination of field activities related to data collection and monitoring;
- Take charge of coordinating and supervising the data enumerator for both BMA and IMWS to ensure efficient, high-quality data collection operations;
- Develop working plans and monitoring schedules for enumerators’ daily tasks, ensuring adherence to methodology and timelines;
- Oversee all administrative and logistical arrangements related to field deployment, equipment, and transport;
- Conduct daily briefings and debriefings with enumerators to discuss achievements, challenges, and next-day planning;
- Provide continuous guidance to enumerators to ensure consistent data collection quality and adherence to IOM’s Code of Conduct;
- Monitor field teams through direct observation, back-checks and regular performance evaluation;
- In close coordination with IOM MTM team and approval, coordinate and liaise with local government entities, migration police and other relevant partners to ensure data collection proceeds smoothly, efficiently and in line with local procedures;
- Develop success stories or field highlights to contribute to communication and visibility materials;
- Undertake field visits as necessary to support ongoing data collection and ensure first-hand supervision and feedback.
2.2. Data Quality Control and Monitoring:
- Ensure the accuracy, completeness, and consistency of all collected data;
- Review data submissions in KOBO Toolbox, identify errors or gaps and ensure timely corrections;
- Track daily progress of fieldwork against established target (plans) and report any delays or risks;
- Prepare and submit weekly quality control reports, highlighting progress, issues and mitigation measures;
- Ensure data collection is conducted in accordance with IOM Data Protections Principles and other relevant Guidelines and Code of Conduct.
2.3. Liaison, Coordination:
- In close coordination with IOM MTM team and approval, prepare and liaise with local government entities to secure necessary approvals and coordination for field activities;
- Organize necessary meetings with local authorities and partners (if necessary), ensuring clear communication and strong collaboration continues;
- Ensure smooth coordination between field teams (enumerators), IOM MTM project staff, and relevant stakeholders at the regional level.
2.4. Support to Project Implementation and Research:
- Provide assistance to the MTM Sub-Regional Project Officer, Senior MTM Assistant and MTM Project Associate in executing, monitoring, and evaluating MTM activities and outputs;
- Support the rollout and implementation of research and data collection activities related to migration, labour mobility, climate change, and remittances from other sources;
- Assist in conducting literature reviews, background analysis, presentations and drafting sections of project documentation as required;
2.5. Workshop, Training, Capacity Building, and Dissemination:
- Facilitate organization of training sessions, workshops, and dissemination events for enumerators, government authorities, NGOs, UN stakeholders and other partners;
- Support delivery of enumerator training to ensure clear understanding of data collection tools, ethical principles, and field procedures;
- Contribute to developing materials summarizing project achievements, challenges, and lessons learned for internal and external dissemination.
2.6. Reporting, Documentation, and Administration:
- Prepare daily, weekly, and end-of-round reports summarizing progress, data quality results, challenges, and corrective actions taken;
- Assist in drafting project-related materials, including activity summaries and narrative reports;
- Ensure thorough documentation and organized storage of all projects and field documents, maintaining consistent formatting and labeling;
- Translate reports and other materials as may be required from English to Russian/Kazakh and vise versa.
- Undertake any other related duties as assigned, demonstrating flexibility and commitment to project success.
Performance indicators for the evaluation of results
The Consultant’s performance will be evaluated against the following criteria: timeliness, responsibility, initiative, communication, and quality of the products delivered.
Qualifications
Education
- Bachelors degree in Social Sciences, Information Management, Demography, International Relations, or a related field from an accredited academic institution with one year of relevant professional experience;
