JOB PURPOSE:

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Contribute to the development of projects, plans, and processes, ensuring alignment with wider program policies and guidance.
  • Provide project management support to GFA distributions for Tigray and Eritrean refugees in 5 camps in Gadaref state, School meals project and nutrition activities in all 10 localities under Gadaref State, PSN and PHL activities under Gadaref Field Office (FO), ensuring a coordinated approach with the wider program that complies with WFP standards and procedures.
  • Develop and coordinate data gathering and monitoring, ensuring rigorous quality standards are maintained including developing monthly monitoring plans and ensuring that these are achieved. Follow up with Third Party Monitors (TPM) ensuring that they achieve their targets, provide monitoring findings and ensure that corrective measures are taken for all reported issues.
  • Research and analyze policy and operational issues to support senior colleagues in developing policies, programs, and activities.
  • Contribute to accurate and timely reporting, enabling informed decision-making, and collaborate with internal and external counterparts. This includes following up on the submission of Cooperating Partner Distribution Reports (CPDRs) ensuring that they are accurate and analyzing them to ensure that distributions were conducted by the CP as planned. Additionally, make sure that CP submit their monthly narrative reports and accurate financial reimbursement requests and any other relevant reports.
  • Support the identification, development, and management of potential partnerships for collaborative working. This will include reviewing proposals submitted by CPs ensuring that they are technically sound, and they are cost-effective.
  • Conduct capacity assessment for new CPs and performance evaluation for existing CPs within Gadaref State.
  • Support capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs.
  • Contribute to the formulation of WFP-wide program policies and develop program guidance and implementation modalities.
  • Provide technical advice or mobilize technical expertise on program and policy issues.
  • Represent WFP in coordination and cluster meetings at state and camp levels such as the Refugees Working group, Food Security Cluster, Health and Nutrition Cluster, Camp Coordination Meeting, Site Management Meeting and any other relevant meetings.
  • Assist in liaising with government officials on any arising issues such as issuance of travel permits for staff to the field, permits for movement of WFP goods and trucks including contracted commercial trucks as well as exemption of taxes to WFP.
  • Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Perform any other duties as assigned by the supervisor.

EXPERIENCES FOR ENTRY INTO THE ROLE:

  • 3 to 5 years of postgraduate professional experience in the relevant fields.
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.

Knowledge and Skills:

Strong knowledge of current issues in emergency, coordination mechanisms in the UN, advanced computer skills, general understanding of the UN policies and procedures.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Language: Fluency (level C) in English and Arabic languages
