About the Project Office

Since December 2022, UNOPS has partnered with the Government of Madagascar to advance sustainable development, reaching over six million people through initiatives in health, energy, agriculture, and infrastructure. By fostering strong collaboration with national institutions and development partners, UNOPS supports resilience, essential service delivery, and local economic growth. In health, World Bank-funded projects such as MIAROVA, PPSB, and PARNII strengthen vaccine cold chains and provide biomedical equipment to hospitals. In energy and connectivity, projects like PROGIDY, MIONJO, LEAD, and DECIM improve public service delivery and expand access to solar energy. Agricultural and environmental sustainability are promoted through AD2M and DEFIS, funded by IFAD and the OPEC Fund, which support irrigation, rural roads, and environmental protection. The CASEF project enhances national resilience by rehabilitating key runways. These efforts reflect UNOPS's commitment to supporting Madagascar’s development priorities and improving the quality of life for its people.

Role Purpose

La présente offre vise à recruter Technicien·ne en génie biomédical – adjoint·e  qui intégrera l’équipe technique santé. Il/elle aura à travailler dans un premier temps en appuyant les activités et opérations prévues dans le cadre du projet principal d’appui au Ministère de la Santé dans le renforcement de la résilience du système de santé. Dans le cadre de son affectation, Technicien·ne en génie biomédical – adjoint·e  aura à voyager dans diverses régions  du pays pour appuyer les activités d’évaluation, suivi et coordination, réception, installation et assurance qualité des équipements médicaux.

Functions / Key Results Expected


1. Responsabilité



Sous la responsabilité de l’ingénieur biomédical senior, le Technicien·ne en génie biomédical – adjoint·e aura à accomplir les tâches suivantes :



  • Accompagner l’équipe technique multidisciplinaire UNOPS affectée à l’exécution du projet. 
  • Appuyer les visites de site - vérifications des espaces hospitaliers en préparation à la réception des équipements. Appuyer la rédaction des rapports technique avec emphase sur la technologie médicale 
  • Appuyer le travail de coordination et suivi des livraisons, installations et mise en service des équipements médicaux au sein des différentes institutions de santé bénéficiaires. 
  • Appuyer la rédaction des rapports de conformité / état de préparation de sites bénéficiaires en vue de la réception / acceptation provisoire 
  • Appuyer les diverses activités d’assurance qualité prévues dans le cadre du mandat de l’UNOPS. 
  • Appuyer les efforts de suivi et de coordination des différents fournisseurs. 
  • Appuyer la mise en place d’un programme de maintenance préventive. 
  • Travailler en étroite collaboration avec l’équipe de support administratif de l’unité santé afin d’optimiser les activités surtout logistiques. 
  • Exécuter toutes autres afin de faciliter l’exécution des livrables du projet. 
  • Appuyer les activités de formation pour les techniciens biomédicaux locaux
  • Appuyer les activités de prise d'inventaire et de déploiement de GMAO

 

2. Contrôles du Suivi et des Progrès

S’assurer de bien maîtriser les produits attendus pour chaque activité dans laquelle il/elle est impliqué(e) et ce, dans les limites de tolérance spécifiées à l’égard des délais, des coûts, de la qualité, de la portée, des risques et des bénéfices. Le/la Technicien·ne en génie biomédical – adjoint·e  doit également s'assurer que les résultats du projet permettent d'obtenir les bénéfices énoncés dans le(s) documents de projet. 


3. Produit final

Le/la  Technicien·ne en génie biomédical – adjoint·e devra participer, sous la direction de son supérieur, à la rédaction des divers rapports tels que définis dans le plan de communication du(es) projet(s) auquel il (elle) sera affecté(e).

Experience Requirements

Required

  • Un minimum de six (6) années d'expérience pertinentes dans le domaine du génie biomédical avec le BAC sont requises.
  • Une expérience de travail d’une année (1) dans le milieu hospitalier ou avec un fournisseur d'équipements médicaux en Madagascar  est exigée pour les candidats ayant Diplôme d'ingénieur en génie biomédical, électrotechnique, électronique, électromécanique, electrique ou équivalent, 

Desired

  •  Une expérience de stage en milieu hospitalier est souhaitable.
