The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Program and Position overview

In Malawi, CHAI supports the Ministry of Health (MoH) across multiple health areas, including HIV. CHAI’s HIV program aims to support government stewardship in building a resilient health system that makes it possible to end HIV by 2030. Through this works, CHAI works with the MOH to introduce quality HIV drugs and commodities at affordable pricing, generate evidence that informs policy change for optimal service delivery, strengthen the supply chain among other priorities. The work spans across HIV testing, prevention and treatment, promoting a status neutral approach to HIV testing.

CHAI Malawi therefore seeks a self-motivated results driven individual to support the implementation of this program in close collaboration with MOH. The Senior Advisor – Clinical Policy, Epidemiologist, and Strategic Information Specialist will provide high-level technical support in data analytics, program evaluation, epidemiological interpretation, and policy development. The Senior Advisor will strengthen linkages between strategic information systems and HIV biomedical prevention and treatment services, support simplification and integration of HIV, TB, Hepatitis, and STI guidelines, and ensure evidence-based updates to HIV care and treatment policies. Through mentorship and systems strengthening, the Senior Advisor will build MoH capacity for data-driven decision-making and evidence translation.

The Senior Advisor will report directly to the Director of HIV, STI and Viral Hepatitis, under the Strategic Information Section of MOH/DHA, and collaborate closely with Care and Treatment, Prevention, Procurement and Supply Chain, Digital Health Division, HTSS Diagnostics, National HIV Reference Laboratory, and implementing partners. At CHAI, the Senior Advisor will have a reporting line to the Director of Infectious Diseases.

Key responsibilities include, but are not limited to, the following:

1) Capacity Building and Mentorship for MoH Staff (30%)

• Design and implement block-based modular training programs in M&E, data management, and epidemiological methods.
• Develop training curricula, manuals, and job aids aligned with national HIV SI priorities and donor frameworks.
• Provide hands-on mentorship and coaching to MoH staff and district M&E officers on analysis, interpretation, and visualization.
• Establish learning cohorts within DHA for ongoing mentorship and peer learning.
• Conduct structured assessments of mentee competencies and produce quarterly progress reports.

2) Strategic Information Management, Data Use, and Policy Development (25%)

• Lead technical support for data-driven decision-making, producing analytics and policy briefs based on program data and epidemiological estimates.
• Guide simplification, integration, and review of biomedical guidelines, ensuring evidence informs updates.
• Maintain and improve DHA Management Information System (DHA-MIS) and linkages to EMR and national HIS.
• Harmonize indicators, data flows, and reporting templates across disease programs.
• Support routine DQAs, quarterly data validation, and national supervision exercises.
• Generate and disseminate evidence syntheses for TWGs, quarterly reviews, and donor reporting.
• Provide technical guidance during grant applications (Global Fund, CoAg).

3) HIV Care and Treatment Policy Guidance and Program Support (15%)

• Provide policy and technical guidance on HIV care and treatment, including ART optimization and advanced HIV disease management.
• Support review and update of clinical guidelines and regimen transition plans, ensuring alignment with WHO and national standards.
• Develop tools and protocols for clinical service delivery improvement and treatment monitoring.
• Review cohort outcomes, retention, and viral suppression trends; advise on corrective strategies.
• Integrate HIV care and treatment indicators into M&E and reporting systems.

4) Operational Research and Epidemiological Analysis (15%)

• Support design and implementation of operational research and evaluation studies, including analysis and scientific writing.
• Mentor DHA staff in epidemiological methods, statistical analysis, and publication preparation.
• Facilitate integration of findings into policy and guideline review processes.
• Coordinate dissemination through national research symposia, policy briefs, and peer-reviewed publications.

5) Supportive Supervision and Data Quality (15%)

• Provide technical leadership in data-driven supportive supervision and quarterly national reviews.
• Develop and maintain data validation tools for district and facility-level supervision.
• Analyze findings from supervision visits and recommend corrective actions.
• Build district-level capacity to interpret and act on local data for program improvement.

Other expected deliverables

• Training schedules, curricula, and evaluation tools for capacity-building activities.
• Documentation of mentee progress and capacity milestones achieved.
• Technical contributions to guideline simplification and integration.
• Development of data quality and analytic tools and program performance reports.
• Approved study protocols, policy briefs, and at least two publications annually.
• Summaries of quarterly supervision visits and performance improvement recommendations.

Education

• Master’s degree or higher in Public Health, Epidemiology, Biostatistics, or related field.

Experience

• Minimum 8–10 years’ experience in HIV strategic information, clinical policy, and epidemiology.
• Proven expertise in data analytics, program evaluation, and guideline development.
• Strong knowledge of HIV care and treatment protocols, ART optimization, and WHO standards.
• Demonstrated ability to design and implement operational research and publish findings.
• Excellent communication, mentorship, and stakeholder engagement skills.
• Familiarity with national HIS, EMR systems, and donor reporting frameworks (Global Fund, PEPFAR).
