The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Program and Position overview

In Malawi, CHAI supports the Ministry of Health (MoH) across multiple health areas, including HIV. CHAI’s HIV program aims to support government stewardship in building a resilient health system that makes it possible to end HIV by 2030. Through this works, CHAI works with the MOH to introduce quality HIV drugs and commodities at affordable pricing, generate evidence that informs policy change for optimal service delivery, strengthen the supply chain among other priorities. The work spans across HIV testing, prevention and treatment, promoting a status neutral approach to HIV testing.

CHAI Malawi therefore seeks a self-motivated results driven individual to support the implementation of this program in close collaboration with MOH-NAC. The Senior Advisor – HIV Prevention will work day-to-day with NAC’s technical divisions and report to the Director of Programmes at NAC, while employed by CHAI. At CHAI, the Senior Advisor will have a reporting line to the Director of Infectious Diseases. The role will ensure coherence among national HIV prevention strategies and strengthen multisectoral coordination—including Key Populations (KP), Adolescent Girls & Young Women (AGYW), and Adolescent Boys & Men (ABM)—to improve quality, integration, impact, and sustainability.  

Key responsibilities include, but are not limited to, the following:

1) Provide Technical Assistance on Evidence-Based National Strategic Frameworks

• Lead the review, development, dissemination, and implementation of national HIV and AIDS strategic documents, including the National HIV and AIDS Policy, National HIV and AIDS Strategic Plan (NSP), National HIV Prevention Framework, Malawi 2025 HIV Prevention Roadmap, and the AGYW Strategy.
• Ensure coherence, synergy, and alignment of these frameworks with other health strategies (SRH, TB, STIs, NCDs, mental health), and relevant global guidance and best practices.
• Support translation of strategic guidance into operational plans, partner workplans, and monitoring frameworks.

2) Strengthen NAC’s Capacity in HIV Prevention Leadership & Coordination

• Provide technical guidance to NAC to coordinate and implement the NSP, National HIV Prevention Framework, Malawi 2025 Roadmap, and related frameworks.
• Enable in-depth engagement of multisectoral stakeholders with effective feedback mechanisms for coordination, accountability, and continuous improvement.
• Support functioning of national coordination platforms: National HIV Prevention TWG, National HIV Key Populations TWG, AGYW Sub‑TWG, Condoms Sub‑TWG, PrEP Sub‑TWG, and other related sub‑TWGs.
• Strengthen NAC’s institutional capacity in resource mobilization, including technical inputs for Global Fund grant-making, PEPFAR Country Operational Plans, and other partner investments.
• Enhance NAC’s leadership and coordination of KP, AGYW, and ABM programming, improving program quality, integration, and impact.
• Provide strategic and technical support for introduction, adoption, and scale-up of new HIV prevention technologies, including CAB-LA, Lenacapavir (LEN), and the Dapivirine Vaginal Ring (DVR).
• Support design and implementation of Social and Behaviour Change Communication (SBCC) and community-led prevention initiatives.
• Develop and promote public health–focused demand creation and IEC/BCC products to drive awareness, uptake, and sustained adoption of prevention services.
• Advance integration of HIV prevention with SRH, TB, STIs, NCDs, and mental health services.

3) Enhance Staff Technical Capacity

• Lead and implement a structured capacity-building and skills transfer plan for NAC staff on HIV prevention programming, coordination, monitoring, and partner engagement.
• Provide mentorship and on-the-job training on prevention program design, implementation, use of data, and performance management.
• Establish and facilitate a regular Evidence Review Forum to promote continuous learning, critical appraisal of emerging HIV and public health literature, and translation of evidence into program and policy adaptation.
• Support generation, synthesis, and use of evidence from research studies and HIV estimates.
• Support NAC in conducting HIV-related research and dissemination, including publication in peer‑reviewed journals.

4) Data, Evidence & Learning

• Promote data-driven decision-making using national platforms (e.g., DHIS2), HIV surveillance, program monitoring data, and partner reporting.
• Develop quarterly technical briefs and an annual technical report documenting progress, emerging evidence, innovations, challenges, and recommendations.

Other expected deliverables

• A comprehensive HIV Prevention Capacity-Building & Skills Transfer Plan for NAC staff, including mentorship and Evidence Review Forums.
• Strengthened functionality of national and district HIV prevention coordination platforms, including TWGs and sub TWGs.
• Reviewed, updated, and supported implementation of national HIV strategic frameworks (NSP, National HIV Prevention Framework, Malawi 2025 Roadmap, AGYW Strategy).
• Quarterly technical briefs and an annual technical report on prevention progress, evidence, innovations, challenges, and recommendations.

Education

• Master’s degree or higher in Public Health, Epidemiology, Social Sciences, or a related field.

Experience

• Minimum 10 years’ experience in evidence-based HIV prevention policy, program design, and management, preferably in Malawi or comparable contexts.
• Extensive knowledge of combination prevention and demonstrated experience working with national partners on the HIV and AIDS response, particularly in prevention programming.
• Proven ability to lead and facilitate development, review, and evaluation of strategic frameworks in health and HIV.
• Demonstrated experience in management and use of HIV epidemiological and/or program data for planning, monitoring, and evaluation.
• Strong communication, interpersonal, and writing skills; able to work independently and as part of a team.
• Proven ability to lead capacity-building and mentorship initiatives within government or institutional settings.

Advantages:

• Preferred: Experience with Global Fund and PEPFAR processes; familiarity with new prevention technologies (CAB LA, LEN, DVR); and experience in SBCC and community-led approaches.
• Demonstrated ability to be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence, both internally and externally.
