Program Objective:
IRC Sacramento will develop the capacity to serve human trafficking victims, under the age of 18, including foreign-born and domestic, sex, and labor, male, female, non-binary and 2SLGBTQI victims, throughout the Sacramento Area. This project will enable IRC Sacramento to create and maintain a robust anti-trafficking program, which includes community education, outreach and training to the Sacramento Community.
Job Overview:
IRC’s Anti-Trafficking Program is designed to find sustainable solutions that are appropriate for the unique situations of each client. Caseworkers serve clients through a holistic and broad spectrum of support, including but not limited to connecting clients with legal service providers and housing resources, transportation, helping clients access public benefits, health providers, and psychosocial services and offering regular checks-ins to discuss safety and service plans. Through communication and collaboration with partners, program staff glean best practices, maintain a database of appropriate referrals, and have access to a network of professionals with the capacity and knowledge to support their work.
Major Responsibilities:
Case Management and Referrals
Provide trauma-informed comprehensive case management for minor survivors of trafficking to help them feel safe, empowered, and stable.
Ensure acute client needs are met in a timely and culturally appropriate manner.
Complete individualized initial assessment and safety planning, orientation to services, support, referral, and advocacy services by assessing and evaluating clients’ distinct needs.
Assist clients with referrals and access to appropriate resources including shelter, physical and mental health services, and legal services to work towards a stable immigration status.
Community Outreach and Education
Develop and implement a region-wide outreach plan to increase awareness regarding the needs of Minor Victims of Trafficking survivors
Coordinate with Human Trafficking Supervisor regarding outreach plan and travel to sites to meet with potential develop and implement a region-wide outreach plan
Creation and distribution of informational material and posters throughout the community to hotels, truck stops, bus stations, law enforcement, hospitals, businesses, school administrators, and in other public places.
Host public information meetings at faith-based organizations and locations as needed
Partnerships and Community Engagement
Build partnerships with coalition members and providers; work to connect clients to available resources, including various local, state, and federal law enforcement agencies. With their assistance, develop safety plans/protocols for clients, staff and the office.
Work alongside coalitions to improve regional services available to survivors of trafficking via community outreach, training, and engagement.
Participate in all IRC program meetings, staff development activities, and fully engage as a member of the team.
Documentation and Reporting
Ensure quality case notes and documentation for all contacts made and services provided to partners and on behalf of client and for case file management and quality assurance.
Prepare, distribute and document direct assistance requests and payments to clients including supplies, rent, utilities, gift cards and other payments. Maintain record of case management expenses in case file and agency tracker systems.
Draft reports as required by funders and/or donors.
Comply with all policies, procedures and protocols of the agency.
Other related duties as assigned.
Key Working Relationships:
Position Reports to: Anti-Trafficking Supervisor
Other Internal and/or External contacts:
Internal: Caseworker will develop working relationships with direct service providers in the following IRC departments: Economic Empowerment, Community Wellness, Resettlement, Asylum & Integration, and Immigration.
External: Caseworker will develop working relationships with local legal providers, Sacramento County Social Services, healthcare providers, employment programs, anti-trafficking task forces, relevant consulates, law enforcement and prosecutors, and other community-based organizations to support achievement of program requirements.
Job Requirements:
An undergraduate degree with an emphasis in Social Work, Psychology/Counseling, Sociology, Public Health, Criminal Justice/Law or an equivalent field of study preferred. Significant relevant work experience can replace education requirements.
Minimum 2 years of trauma-informed, victim centered, relevant work experience in advocacy, social service, case management or related fields. Experience should include a minimum of one year providing direct service to underserved and marginalized communities. Excellent understanding of the criminal justice system as it relates to prosecution of traffickers, survivor protection laws, confidentiality and case management principles.
Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
Compassion towards and understanding of unique needs of survivors of trafficking, especially children and their respective backgrounds.
Knowledge and understanding of the Trafficking Victims Protection Act (TVPA) of October 2000, accompanying regulations, reauthorizations and related policies concerning trafficking.
Excellent organizational and case-file document management skills including the handling of sensitive, confidential and criminal documents.
Working knowledge of local legal providers, social services, public benefits, community organizations, health care systems, and related human services in the Sacramento and Bay Area strongly preferred.
Must be able to assist clients solve difficult problems, trauma and emergencies under pressure and crisis.
Must be able to consistently work towards self-sufficiency with all clients.
Proven ability to contribute both independently and as a key team member.
Fluency in written and spoken English required. Fluency in written and spoken Mandarin strongly preferred.
Reliable transportation and a valid driver’s license required; willingness to transport clients strongly preferred as well as various supplies.

Compensation: (Pay Range: $26 - $27) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
