Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) in Viet Nam supports the Government of Viet Nam in achieving sustainable agricultural development, food security, and rural development. The National Operations Assistant will work under the FAO Representation in Viet Nam (FAVIE), contributing to the implementation of Emergency Response projects.

The position is based in Hanoi with frequent travel to the project sites and reports directly to the Assistant FAO Representative (Programme).

Reporting Lines

The National Operations Assistant will work under the overall guidance of the FAO Representative in Viet Nam and the direct supervision of the Assistant FAO Representative (Programme), In addition, the incumbent will work closely with the project LTO, and the national team including the national Disaster Risk Management (DRM) Specialist, the national Operations Specialist and the Cash and Voucher Specialist.

Technical Focus

Provide financial and operational support to FAO Viet Nam’s emergency projects, ensuring effective implementation of Cash and Voucher modalities throughout the project cycle of Emergency Response projects in FAO Viet Nam. The position focuses on the carrying out of CVA modalities (such as Cash for Work, Conditional Cash Grant and Vouchers assistance) as well as managing Letters of Agreement (LoA), travel and event logistics, and administrative coordination in compliance with FAO procedures and UN cost norms.

Tasks and responsibilities

Under the overall guidance of the FAO Representative and the direct supervision of the Assistant FAO Representative (Programme), the National Operations Assistant will\:
• Provide timely assistance to all steps of the cash and voucher programme while respecting the clear segregation of duties;
• In close collaboration with the technical team in RAP, DRR technical specialist and national team, providing assistance in the implementation, supervision and monitoring phases of CVA programming in Viet Nam;
• Support the distribution to beneficiaries and redeeming process.
• Support the voucher post distribution monitoring exercise.
• Contribute to the operational and administrative monitoring of the management of contracts with service providers according to the FAO Manual Section 702 and 704, and Manual Section 502 and 507.
• Providing support in Travel and Event Management\: prepare in country TAs and LTECs; prepare payment requests for national consultants regarding duty travel; provide support to missions of international consultants and FAO Officers; assist in organization of workshops and meetings; follow up on consolidation of expenses for travels, trainings, workshops;
• Providing support in HR Management\: follow-up of the contracts and mandatory requirements of national and international consultant; regular updating of project staff directory/list, consultants, counterparts and service providers; assisting in timecard clearance and submission, follow-up on invoices and suppliers creation on Service Now;
• Organize and participate in workshops, meetings, and field missions to support project implementation.

Minimum Requirements

• University degree in finance, accounting, business administration or related field will be considered an asset.
• Minimum 3 years of relevant experience in financial and operational support.
• Experience with Emergency Programmes is considered an asset. Familiarity with FAO procedures and UN cost norms is an advantage.
• Working knowledge of English and Vietnamese.
