Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Roving Supply Chain Team Leader for our operations in Addis Ababa with 25% travel to Field Offices in roving support Capacity.
Overall purpose of the role
To implement Logistics, Fleet, Asset & Warehouse management & maintenance of properties in accordance and compliance with DRC policies and procedures. Coordinate & administer rental vehicle & security guard services contracts. To support and train to DRC Field Office supply chain personnel and processes in a roving capacity to ensure improved capacity building and performance is achieved.
Your main duties and responsibilities will be:
Addis Ababa Country Office Level:
Management
- Lead and manage the team (including people planning, performance, well-being and development)
- Ensure effective planning and quality implementation of the sector/support activities
- Ensure daily monitoring of office and compound
- Asses the daily quality smooth office functionality
- Reporting
- Provide technical support and inputs
Support and administration
- Ensuring all the procurement processes are in line with DRC Operations Handbook
- Effective and efficient support to programs’ needs.
- Develop and maintain relevant database on share point and Dynamics
- Maintaining all the required documents on the online system
- Weekly and monthly status reports for procurement and farmwork agreements
- manage all open national tenders and support the field office SC team with high vale procurements
- Assist in recruitment, training and capacity building of the SC team
- Coordination of program staff to ensure logistics involvement in the whole program cycle
- Procurement of all goods, construction and services
- Establish and follow up annual procurement plans
- Track all orders, purchases and deliveries
- Ensure that all logistics specific donor rules and policies are understood and respected
- Oversight of all purchase and service contracts to ensure DRC's interests are protected
- Oversee Vehicle fleet management and review monthly reports
- Optimize all logistics operations to increase cost effectiveness including setting up longer term supply contract
- Ensure DRC supplier due diligence is effective in the relevant context
- Ensure proper operation of DRC Dynamics ERP supply chain system by staff from field operation.
- Apply report and data analytics to improve supply chain operation in area of concern
- As Team Leader the post-holder is responsible for the following:
- Act as a liaison between field teams and the country office for supply chain matters.
- Participate in coordination meetings and contribute to planning exercises.
- Conduct regular audits and risk assessments in field locations.
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
- Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)
Field Office Level:
- Build capacity and performance through support and direct training of Field Office supply chain personnel in a roving capacity as agreed with the supervisor and Area Managers.
- Control, inspect and evaluate compliance with DRC policies, procedures, and directives and conformity to donor regulations. Additionally, ensuring effective commodity management and quality control by maintaining accurate, up-to-date inventory / stock control records and registers of purchased items using GRN, RO, GIV, Waybill, Inventory voucher, stock cards and the physical verification of assets at least once a year in every Field Office. This includes control and management oversight of such processes at refugee camp level including commodity warehousing and distributions.
- Facilitate processes for asset disposal and project close out at Field Office level as required by DRC, donors and the relevant Ministry Offices.
- Work with the Area Managers and Program Managers to set up and propose framework agreements (FWA) with reliable suppliers as well as developing approved supplier’s databases for non FWA purchases.
- Ensure that all field offices report timely with agreed API’s. This includes correcting, follow-up and consolidating of all API defined procurement and logistics documents.
- Ensure that all procurement and logistics reports from the field offices are prepared, compiled and submitted on a monthly basis.
- Provide technical advice to Area Managers regarding vehicle maintenance, office equipment, furniture and generators etc. and support and work closely with the budget holders in developing procurement plans and advising on logistical needs for new and existing projects.
- Ensure that all communications and safety equipment are in good working conditions in all sites at all times.
- Any other assignments as agreed with the Supply Chain Manager / HoSS.
Experience and technical competencies:
- Minimum 3 years of working experience in a similar position
- Field experience
- Working experience from an international humanitarian organization
- A good understanding of the procurement rules and regulations of major international donors
- Experience working in an (I)NGO
- Excellent skills in MS Word, Excel, and PowerPoint
- Full professional proficiency in English
EDUCATION: (include certificates, licenses, etc.)
- BA/Master's degree in e.g. Logistics and/or Supply Chain Management
LANGUAGE: (indicate Fluency level)
- English - Fluency in spoken and excellent in writing.
- Amharic - Fluency
