These positions are for national candidates under the UN Common System Vacancy Announcements and are based in Kabul.
To provide construction and engineering expertise and contribute to the efficient delivery and quality outputs.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
The Engineer is responsible for ensuring that the project is delivered to the highest standards of cost efficiency, quality, and health & safety, in accordance with contractual agreements. Acting as the focal point for assessment, design, procurement, construction management, and oversight, the
Project Engineer will undertake the following key duties:
1. Project Planning & Implementation
Plan and implement the project in line with approved specifications and standards.
Develop a comprehensive Project Implementation Plan considering local constraints.
Supervise construction activities on-site regularly to ensure compliance.
2. Stakeholder Engagement
Liaise with project stakeholders to confirm status and input requirements.
Engage with local authorities and municipalities for site allocation, planning, and approvals.
3. Team & Resource Management
Establish and manage a project implementation team, including local staff and third-party service providers.
Collaborate with internal units (Supply Chain, Procurement, Finance, etc) to ensure smooth delivery.
4. Procurement & Contract Management
Work with Procurement to develop shortlists of competent vendors.
Prepare detailed tender packages (drawings, estimates) and manage technical aspects of procurement.
Evaluate service providers, prepare assessment reports, and ensure contractual controls (bonds, guarantees, insurances) are in place.
5. Financial & Risk Management
Prepare and update project cost estimates and cash flow forecasts.
Monitor expenditures against budget and report risks promptly.
Assist in audits, financial reporting, and preparation of final accounts.
6. Quality Assurance & Technical Oversight
Establish QA/QC procedures aligned with international best practices and national norms.
Ensure compliance with relevant design standards during design and construction.
Conduct inspections, material tests, and supervise works to maintain high workmanship standards.
7. Health & Safety and Environmental Protection Compliance
Ensure adherence to national/international health & safety standards.
Report all incidents and accidents in weekly progress reports.
Notify the Line Manager of any serious breaches.
Conduct / review Environmental and Social Risk Screening checklist as required.
8. Reporting & Documentation
Maintain comprehensive project records and performance monitoring matrices.
Prepare technical reports, stakeholder briefings, and progress updates.
Approve handover documentation, including as-built drawings and manuals.
9. Project Close-Out
Ensure proper project completion, handover, and close-out procedures.
Organize and attend meetings necessary for project progress.
Other duties as required to achieve project objectives.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS AND EXPERIENCE:
Education: First University degree in Civil Engineering or related Engineering discipline. Hold or be eligible for Accreditation to “Professional Engineer” or “Chartered Engineer” status or recognized equivalent by an appropriate national or international regulatory authority.
Experience: At least one (1) year of postgraduate professional experience in project development and construction management with focus on monitoring, reporting, development and coordination in either public or private sector organizations or relevant years of additional experience after bachelor's degree. WFP Experience is desirable.
Language: Fluency in both oral and written communication in English and local languages (Pashto/Dari)
