Job Description
Under the overall supervision of the Head of Protection Unit (PXU) and the direct supervision of the National Project Officer (PXU) and in close coordination with the National Social Cohesion and Reconciliation Officer (SCR) and the field assistants, the Senior Project Associate for the assigned project, will support the implementation and coordination of field-level programmatic activities, in accordance with IOM policies and standards.
Responsibilities
- Assist in the planning, coordination, implementation and monitoring of project activities with a focus on peacebuilding, resettlement/reintegration, land related interventions in post conflict contexts and community stabilization.
- Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor budget implementation and propose adjustments as necessary.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports, identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Draft correspondence on project issues; contribute to data collection/surveys; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
- Liaise with Community Based Organizations (CBO) and affected communities to plan and organize community events that promote community-based coping strategies and participation.
- Support reintegration initiatives, community infrastructure development, and assistance delivery within the framework of the assigned project.
- Assist in facilitating referrals and addressing land-related grievances in post-conflict settings, in coordination with relevant government entities, alternative dispute resolution mechanisms and Civil Society Organization (CSO) stakeholders.
- Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
- Respond to complex information requests and inquiries; set up and maintain files/records.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
- Undertake regular field visits especially within the Northern and Eastern provinces, to monitor project activities and report observations to the supervisor.
- Perform other related duties as assigned.
Qualifications
Education
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in development, peace and conflict studies, international relations, law and/ or any other related field from an accredited academic institution with four years professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Background and demonstrated experience in supporting the implementation and coordination of projects in the peacebuilding, resettlement/reintegration, and social cohesion and reconciliation domains will be an advantage.
- Experience in liaising with various project stakeholders, including government interlocutors, UN agencies, donors and civil society organizations.
- Ability to work independently within a guidance framework and contribute to timely delivery of project tasks is considered crucial.
Skills
- Strong coordination skills with local government authorities, civil society organizations (CSOs), and implementing partners.
- Proven ability to support planning, organizing, and implementing activities in a timely and efficient manner.
- Proficient in drafting clear, concise, and well-structured reports.
Languages
For this position, fluency in English and Tamil is required (oral and written).
Fluency in all three languages (English, Sinhala and Tamil) is advantageous.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
