Context

The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization with a mission to support sustainable democratic change by providing comparative knowledge, assisting in democratic reform, and influencing policies and politics. Through its Regional Europe Programme, based in Brussels, the Institute provides knowledge and technical support to reform processes aimed protecting the integrity of elections, democratic and inclusive constitution-making processes, parliamentary strengthening and combating political corruption. The Institute integrates gender, diversity and conflict sensitivity aspects across all its programmes.

In Armenia, the Institute’s work focuses on supporting electoral integrity, particularly in the context of the upcoming 2026 parliamentary elections. The Institute is currently in the process of launching a project in support of the key election administration and oversight stakeholders such as the Central Election Commission (CEC), political parties and civil society organisations. The project will focus on supporting improvements into the oversight of the integrity of electoral campaigning online, managing electoral risks, and strengthening civic awareness and resilience against electoral and information manipulation and interference. The Institute will work in close partnership with the CEC, representatives of the legislative and executive bodies, and civil society stakeholders. Our support is designed to respond to locally identified needs, while also drawing on comparative experiences from countries such as Moldova, Ukraine and other democracies in the region and beyond.

 

The Project Assistant will provide support the substantive, logistical and administrative processes for the implementation of the Armenia programme and the particular electoral assistance project activities

Duties and Responsibilities

  1. Assists with the planning and implementation of conferences, seminars, and exchange visits by providing organizational, administrative, and logistical support;

  2. Supports the development of event budgets, preparing necessary contracting and financial documentation for procurement; Obtains quotations, conducts bid analysis, and prepares procurement documentation for review;

  3. Assists in compiling, summarizing, and preparing background materials to support the preparation of project reports;

  4. Supports the organization of travel of the staff and consultants, including travel authorizations and travel expense claims;

  5. Drafts contracts and ensures that contracts are in line with required International IDEA policies and procedures for procurement;

  6. Assist with processing invoices, project advance requests, and project expenditure reports; Registers and uploads all contracts to the ERP system;

  7. Assists with the preparation of work plans, activity budgets, and donor financial reports; 

  8. Verifies all supporting documents for project expenditure reports, in line with International IDEA policies and procedures as well as donor requirements;

  9. Contributes information into International IDEA’s existing databases of contacts;

  10. Contributes to knowledge production including drafting news articles, programme updates and information briefs; Shares relevant information online and via social media networks of the Institute;

  11. Supports the development of publications and information updates;

  12. Provides regular input into the internal coordination and planning, notes for team meetings and other planning documents;

  13. Conducts written and oral translation/interpretation when necessary.

Can be expected to travel to any geographical area involved in his/her projects;

Education and Experience

  • High School diploma; University background in political science, law, sociology, international relations or other related discipline is considered an advantage;

  • Minimum three (3) years of relevant professional experience working in a similar role, within project administration, including budgeting, costing, monitoring, procurement and logistics, preferably in the field of democracy, governance, and electoral processes;

  • Logistical planning experience in organizing travel and conferences;

  • Experience of working in an international context, e.g. in an intergovernmental organization, considered an advantage;

  • Experience in networking and communicating with different stakeholders such as government, UN, NGOs and other organizations is considered an advantage.

  • Fluency in written and spoken English and Armenian languages is required; Fluency in the Russian language will be considered a strong advantage. 

Terms of Contract:

  • This post is advertised subject to the confirmation of funding.

  • Local Post.

  • Fixed term appointment for eighteen (18) months.

  • Remuneration - AMD 609,474 BASE per month

Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Armenia for the duration of the contract. International IDEA is not able to support work permit applications.
