Context
International IDEA has a mandate to support democracy worldwide. Since its establishment in 1995, the Institute has sought to fulfil this mandate by incrementally expanding its geographic footprint. Increasing demand for the Institute´s support in countries in Europe, coupled with key developments that have highlighted the weakness of democratic institutions in some European countries, has motivated the Institute to establish a Regional Europe Programme (REP).
Through its Regional Europe Programme, based in Brussels, the Institute provides knowledge and technical support to reform processes aimed protecting the integrity of elections, democratic and inclusive constitution-making processes, parliamentary strengthening and combating political corruption. The Institute integrates gender, diversity and conflict sensitivity aspects across all its programmes.
In Armenia, International IDEA supports electoral integrity ahead of the 2026 parliamentary elections, working with the Central Election Commission, political parties, and civil society to strengthen online campaign oversight, manage electoral risks, and build civic resilience against information manipulation.
