The Monitoring, Evaluation, and Learning (MEL) Officer contributes to the effective design, implementation, and management of monitoring, evaluation, and learning frameworks, methodologies, and tools across ICMPD projects and programmes. Within ICMPD's Strategy, Knowledge, Evaluation and Impact (SKEI) unit, the MEL Officer works with the HQ MEL team and MEL officers in project and field offices to ensure that projects are designed and implemented with strong monitoring, evaluation, and learning practices. This includes reviewing proposals and project documents to make sure results frameworks, indicators, and project logic are clear and robust, and that teams are set up to track and report on progress effectively. The MEL Officer also supports the design and implementation of external evaluations and preparation of management responses to evaluation recommendations.
The MEL Officer also provides technical assistance and guidance to project teams, helping them apply ICMPD’s MEL standards, address challenges, and strengthen data quality. By supporting harmonised approaches, the role helps ensure that MEL is delivered consistently and reliably across the organisation.
The MEL Officer reports to the Head of Unit and works directly with the SKEI MEL Officers. Fluent English written and verbal skills are required.
