DELIVRABLES • Engagement plans developed for all existing NatComs. • Current NatComs agreements renewed. • Feasibility assessments and entry strategies for at least 3 new NatCom opportunities. • Standardized NatCom reporting framework and functioning dashboard produced. • At least one new NatCom advanced to registration or establishment stage. • Quarterly performance and impact reports delivered to PSP leadership. • The consultant needs to be engaged and perform the above 22 days/month, Sunday to Thursday, connecting at regular office hours, Amman time, unless otherwise specifically agreed.

Duties and Responsibilities

The National Committee Relations Specialist will drive UNRWA’s NatCom strategy by cultivating and consolidating existing partnerships, providing structured support, and assessing opportunities for expansion into new markets. Working under the supervision of the Chief, Private Sector Partnerships Division (PSP), the Officer will: 1. Strategic Alignment & Growth • Ensure NatCom strategies and plans are fully aligned with UNRWA’s Private Sector Partnerships (PSP) strategy and priorities and the overall Resource Mobilization Strategy (REMOS). • Develop tailored growth pathways for each NatCom, with clear income objectives and long-term sustainability goals. • Identify and prioritize opportunities for establishing new NatComs, preparing feasibility analyses and tailored entry strategies, either directly or through external partners or agencies. 2. Relationship Management & Cultivation • Coordinate regular communication with NatComs, ensuring strong collaboration and trust with staff and boards. • Facilitate regular reviews, forward planning sessions, and senior leadership engagement to strengthen NatCom partnerships. • Support collaboration between NatComs, promoting cross-learning, joint initiatives, and collective problem-solving. 3. Support, Facilitation & Representation • Ensure NatComs are informed and included in key UNRWA fundraising and advocacy discussions. • Connect NatComs with relevant UNRWA specialists and resources to address specific needs and challenges. • Facilitate the flow of NatCom perspectives and priorities into UNRWA decision-making processes by preparing briefs and supporting supervised engagement by UNRWA staff. • Where representation to external stakeholders is required, ensure it is undertaken under the supervision and accountability of a designated UNRWA staff member, in line with consultancy policy. 4. Assessment & Development of New NatComs • Conduct market scans and feasibility studies in priority countries, either directly or through external partners or agencies. • Produce recommendations and roadmaps (legal, financial, governance) for new NatCom establishment. • Facilitate the set-up of new NatComs in coordination with Legal, Finance, Communications, and field offices. 5. Income Maximization & Accountability • Ensure all NatCom efforts are directed towards maximizing and diversifying income for UNRWA. • Establish performance monitoring frameworks and dashboards to track fundraising, advocacy reach, compliance, and governance. • Provide regular analysis, reporting, and recommendations to PSP leadership, ensuring transparency and continuous growth.

Qualifications/special skills

MINIMUM QUALIFICATIONS AND EXPERIENCE • Advanced university degree (Master’s or equivalent) in International Relations, Business Administration, Nonprofit Management, Fundraising, or related field. • Minimum 5 years’ experience in partnership management, external relations, or fundraising — ideally with National Committees, NGOs, or comparable institutions. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. • Proven record of cultivating strategic partnerships and supporting organisational growth. • Experience in conducting feasibility assessments and setting up new partnerships or entities. • Strong skills in project management, relationship building, and multi-stakeholder coordination. DESIRABLE QUALIFICATIONS • Experience working with National Committees in the UN context. • Knowledge of UN systems and compliance frameworks. • Familiarity with fundraising performance metrics.

CONDITIONS OF SERVICE • The duration of the consultancy is for 6 months, with possible extension, subject to need and budget availability. • Expected start date of as soon as possible. • This consultancy is equivalent to P3 level- rate is $314/day. • Travel to NatCom countries might be required. • If the consultancy is taking place remotely, the consultant is expected to travel to UNRWA Headquarters in Amman for one week every three months.
