Context:

The Budget Division of the Department of Financial and Administrative Management (DFAM) is responsible for preparing the Organization’s annual Programme and Budget and related documents. It provides policy guidance and technical support on budgetary matters, establishes procedures for preparing Country Office and project budgets, and supports the alignment of resource allocations with institutional priorities. The Division also manages the scale of assessment used to calculate Member States’ contributions to the Administrative Part of the Budget and provides analytical support to ensure the sound management of IOM’s financial resources.

In the context of IOM’s transition toward Results-Based Management (RBM), the Budget Division is enhancing its capacity to link strategic planning, budgeting, monitoring, and reporting processes to demonstrate the results achieved through the use of allocated resources.

Under the overall guidance of the Comptroller/Director of DFAM and the direct supervision of the Chief, Budget Division, and in close coordination with other DFAM Divisions and the Department of Strategic Planning and Organizational Performance (SRD), the Senior Budget Officer (Results-Based Budgeting (RBB)) will play a key role in advancing the implementation of Results-Based Budgeting across the Organization. The incumbent will provide technical expertise, coordination, and analytical support to strengthen the integration of planning, budgeting, and performance reporting at the institutional level, including through the annual Programme and Budget and related budget documents.

Responsibilities

  1. Lead and support the institutional transition to Results-Based Budgeting, ensuring alignment with IOM’s Strategic Results Framework, Budget Reform objectives, and Results-Based Management principles.

  2. Review and update existing budgeting policies, procedures, and templates to incorporate results-based methodologies and performance-oriented resource allocation.

  3. Facilitate consultation and coordination across Headquarters Departments, Regional Offices, and Country Offices to promote consistent understanding and adoption of RBB practices.

  4. Contribute to improving the design and presentation of the Programme and Budget to reflect results-based approaches and clearly demonstrate linkages between resources and expected results.

  5. Collaborate closely with the Information and Communications Technology (ICT) Enterprise Resource Planning (ERP) (WAVE) and Project Information and Management Application (PRIMA) Teams to ensure the effective integration of RBB principles and processes into IOM’s ERP and project management systems.

  6. Develop and apply analytical models, financial indicators, and performance metrics to enhance the integration of financial and programmatic data in planning, budgeting, and monitoring processes.

  7. Oversee and guide the continuous improvement and automation of budgeting workflows, ensuring consistency, data integrity, and efficient linkages between corporate systems and reporting tools.

  8. Lead the preparation of analytical reports, dashboards, and visualizations combining financial and programmatic data to support management decision-making and institutional reporting.

  9. Oversee the systematic collection, validation, and analysis of baseline and monitoring data to ensure that results-based budgeting and reporting processes are informed by robust evidence.

  10. Collaborate with relevant HQ and field units to harmonize processes, strengthen data integration, and ensure coherence between planning, monitoring, and reporting frameworks.

  11. Lead capacity-building efforts and provide training and technical guidance  to staff across the Organization on results-based budgeting principles, methodologies, and best practices.

  12. Guide and coordinate the development of internal guidelines, manuals, and knowledge products to support the effective operationalization of RBB.

  13. Perform such other duties as may be assigned.

Qualifications

Education:

  • Master’s degree in Economics, Business Administration or a related field from an accredited institution with seven years of relevant professional experience; or,

  • University degree in the above fields with nine years of relevant professional experience

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:

  • Progressively expanding management experience within an international context in financial management, budgeting, and/or business process improvement;

  • Experience and knowledge of Results Based Budgeting techniques and principles. Experience with RBB implementation within the UN context will be a distinct advantage;

  • Proven experience in liaison and negotiation with donors and other external parties/stakeholders;

  • Sound experience in analysing a wide range of financial documents and reports and in handling large datasets;

  • Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management, including finance and budget;

  • Experience in working in a multi-cultural setting; and,

  • High level of computer literacy experience in computerized accounting systems and software; advanced knowledge of MS Office specifically EXCEL; advanced knowledge of accounting systems, software and procedures.

Skills:

  • Strong communication skills, ability to present information in a comprehensive, clear and concise manner both in writing and verbally;

  • Demonstrate ability to conduct analyses, excellent writing skills, accompanied with ability to edit a range of different materials, including but not limited to risk management policies, related instructions, guidelines and reports for different audiences;

  • Knowledge of SAP, Oracle and/or other ERP systems, software and procedures. Knowledge of Business Intelligence tools is a distinctive advantage. 

  • Knowledge and understanding of IOM/UN policies, rules, regulations and instructions on resource management;

  • Excellent writing skills. Candidates will be assessed on proficiency to draft reports;

  • Strong analytical skills applied to large amounts of data from multiple sources;

  • Ability to coach, mentor and develop staff;

  • Proven ability to identify client needs and match them to appropriate solutions; and,

  • Ability to establish and maintain productive partnership with clients.

Languages:

IOM’s official languages are English, French and Spanish. 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
