Job Description
The Founded in 1951, the International Organization for Migration (IOM), the UN agency for Migration, is the leading intergovernmental organization in migration. With 175 member states, eight observer states, and offices in over 170 countries, IOM is dedicated to promoting safe, orderly, and dignified migration for the benefit of all people. To achieve this, it supports migrants worldwide by developing effective responses to the changing dynamics of migration and providing guidance on migration policies and practices. The organization collaborates with governmental, intergovernmental, and non-governmental partners to increase the resilience of people on the move, especially those in vulnerable situations. Additionally, it works closely with governments to manage all forms of mobility and their impacts, including operations in some of the world's most complex emergencies.
Present in Brazil since 2016, IOM has already supported the voluntary return of 7,357 Brazilians, of whom 1,316 in situations of greater vulnerability received reintegration subsidies. IOM believes that sustainable reintegration is achieved when returnees attain economic self-sufficiency, social stability in their communities, and psychosocial well-being, enabling them to cope with (re)migration variables. When this occurs, returnees can make migration decisions based on choice, not necessity. Portugal is one of the main countries of destination and Brazilian nationals represent a percentage that varies from 75 to 90% of total returnees assisted. In the last five years ARVoRe project assisted more than 1000 Brazilian nationals, from these 15% benefited from reintegration support.
In this context, Brazilian citizens represent more than 80% of those returned by the ARVoRe program, returning to diverse areas, often far from the existing IOM Brazil offices. To contribute to the sustainability of the reintegration process for these migrants, the ARVoRe IX project cofunded by Asylum, Migration and Integration Fund (AMIF 2030) of European Union (UE) and by the Portuguese Agency for Integration, Migration and Asylum, is committed to increasing its capacity for reintegration assistance and monitoring. IOM will continue to collaborate with a network of local organizations to support and monitor returnees' reintegration process according to the reintegration methodology. ARVoRe IX aims to contribute to a dignified and safe return. Additionally, the program aims to support these individuals in achieving sustainable reintegration in their country of origin, ensuring full respect for their human rights, regardless of their migration status.
The consultant will work in collaboration with IOM to provide technical support in the development of documents, research, reports, and other materials within the scope of the Program. The candidate must have experience in developing institutional materials, report writing, systematizing data and research methodologies, as well as knowledge of key public policies on protection and social assistance in Brazil, in addition to familiarity with the civil society network focused on this area.
Responsibilities
Work plan with the methodology for producing the documents, materials, and products listed below. This methodology should describe the intervention, tools to be used, and supporting bibliography. Due date: final version two (02) weeks after the signature of the contract – BRL 5,000
Deliverable 2: Submission of one report summarizing the Workshop with Local Actors held in Brasília in October 2025. Due date: draft version one (01) week after the end of the Workshop and final version three (03) weeks after the end of the Workshop – BRL 5,000
Deliverable 3: Delivery of a spreadsheet and a report containing a complete and comprehensive mapping—with precise, clear, and detailed information—of the civil society network relevant to the Programme across three Brazilian states indicated by the AVRR Coordinator. Due date: draft version four (04) weeks after the signature of the contract and final version nine (09) weeks after the signature of the contract – BRL 10,000
Deliverable 4: Submission of one analytic report based on the Workshop, mapping, interviews and meetings with stakeholders, presenting recommendations and best practices for providing reintegration services to Brazilian returnees arriving from Portugal. Moreover, the report should include recommendations on how IOM can strengthen partnerships with the private sector with a view to supporting sustainable reintegration. It should also address the role of the diaspora and migrant associations in Portugal and Brazil, providing recommendations on the role they can play in ensuring continuity of return. Due date: draft version fourteen (14) weeks after the signature of the contract and final version nine (20) weeks after the signature of the contract – BRL 10,000
Deliverable 5: Submission of one report and one indicator matrix analyzing IOM’s Sustainable Reintegration Matrix within the context of the Program and recommending additional indicators for the reintegration context in Brazil, according to previous findings in all Deliverables. Due date: draft version twenty (20) weeks from the signature of the contract and final version twenty-five (25) weeks after the signature of the contract – BRL 10,000
Qualifications
Performance indicators for the evaluation of results
• Professionalism and competence in the type of consulting to be performed.
• Oral and written communication skills.
• Correspondence of the results obtained during the consultancy to what is required in the ToR.

• Ability to correctly assess the time and resources needed to complete the tasks
• Degree of satisfaction of the counterpart with the consulting carried out.
Deliverables will be approved by the IOM MECR Project Coordinator in Brasilia.
Education, Experience and/or skills required
• Academic BA in Law, International Relations, Social Sciences, Public Policy or a related field from an accredited academic institution;
• Proven experience in assisting migrants and returnees, especially in reintegration contexts, demonstrating the ability to manage complex return and reintegration processes in different regions of Brazil;
• Experience in intervention with vulnerable populations, such as victims of human trafficking, victims of violence, children, the elderly, health cases, etc., will be an asset;
• Knowledge of reintegration policies and practices, including social services, health and education;
• Competence in applying monitoring and evaluation tools;
• Ability to prepare and submit detailed reports and analyses on the reintegration support provided;
• Availability o closely collaborate with IOM Brazil and other partner organizations, adapting to emerging needs and participating in meetings and visits as necessary;
• Previous experience in writing publications;
• For this position, fluency in Portuguese is required;
• Working knowledge of English or Spanish;
• Excellent communication skills, written and oral.
