Context
The International Institute for Democracy and Electoral Assistance (IDEA) is an intergovernmental organization with 35 member states hailing from different continents around the world. International IDEA aims to support sustainable democracy worldwide, doing so, inter alia, by working with both new and long-established democracies to strengthen the institutions and culture of democracy and enhance the rule of law. Located at the interface of research and practice, International IDEA serves as a forum for dialogue and uses comparative experience and analysis to identify good practices for democracy-building. It also produces knowledge tools and practical guides for democracy support. The Institute maintains a global network of experts, provides training materials, and offers strategic advice to democracy actors at the international, regional, and national levels. The Institute is headquartered in Stockholm with field offices in Africa and West Asia, Europe, Asia and the Pacific, and Latin America and the Caribbean.
International IDEA will be managing the “EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria” programme. This programme aims to reduce Sexual and Gender-Based Violence (SGBV) in Nigeria by strengthening laws and policies, expanding survivor-centered essential services and driving positive social-norm change. It will ensure that people in all their diversity with particular attention to women, girls and the most vulnerable have their rights promoted and protected from all forms of violence through legislation and effective enforcement, while improving the rule of law, tackling impunity, and enhancing access to justice through a more independent, effective, responsive, transparent and gender-sensitive justice sector. The programme also advances Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions). The programme will work towards three anticipated Outcomes:
i. Facilitate the strengthening, implementation, monitoring and enforcement of key legal and policy frameworks on the prevention of SGBV such as the Violence Against Person’s Prohibition (VAPP) Act, the response to SGBV and the protection of women, men, girls and boys in all their diversity;
ii. Improve and expand access to essential services (health, justice, protection and other related services) to recover from experienced violence, especially for survivors from rural communities, conflict-affected communities, persons with disabilities and for victims of technology facilitated GBV; and
iii. Build the capacity of and provide resources to women’s rights organisations, social movements and other civil society organisations to influence and advance progress on promoting favourable social norms to end SGBV.
The Procurement Officer has the primary responsibility for implementing the procurement function of the ESGBV programme. Specifically, to administer the process and provide solutions to a wide spectrum of issues related to procurement, ensuring that procurement activities are carried out in accordance with relevant policy and procedures, promoting the principles of best value at all stages of the procurement cycle and reviewing existing policy, processes and procedures and applying improvement.
Duties and Responsibilities
Procurement and Compliance
1. Acts as the programme’s focal point in respect to procurement and contract management issues; Plans, manages and co-ordinates all procurement and contracting activities; Reviews and analyzes procurement requisitions;
2. Manages all facilities and manages operational costs in state and Abuja office;
3. Provides advice, guidance and interpretation to programmatic and administrative staff on the application of International IDEA’s procurement and contract management policies and procedures ensuring that procurement and contracting activities are compliant;
4. Provides technical assistance and support on high value and/or complex procurement and contracting cases within with the programme;
5. Analyzes existing policies and procedures to identify gaps and propose process improvements. Creates operational guidelines, and leads the implementation of updated processes and innovations.Prepares procurement and contracting related management reports; if necessary, conducts benchmarking analysis and data collection;
6. Assists in the development of training tools and materials, including identifying new approaches to promote individual and organizational learning and knowledge sharing;
7. Assists and provides advice to the requisitioning team on the full range of procurement issues;
8. Conducts procurement compliance reviews for all procurements and monitor procurement compliance of the office;
9. Provides procurement capacity training to relevant staff.
Safety and Security
10. Acts as the safety focal point for emergency evacuation; maintains the emergency evacuation plan, fire prevention checklist and other relevant security documents;
11. Provides in country security briefings to staff and visitors;
12. Works in conjunction with the Security and Risk Management Officer to monitor compliance of policies, procedures, and guidelines;
13. Ensure timely and accurate reporting of safety and security incidents to the Head of Finance and the Operations and Security and Risk Management Officer;
14. Collaborates with the Security and Risk Management Officer and International IDEA's security monitoring service provider to ensure mission security risk assessments are completed.
15. Carries out other duties and responsibilities as related to the post that may be assigned from time to time.

17. Has a shared duty to safeguard from the following conduct by staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children, or adults at risk; and any form of trafficking of persons.

Reporting line
Finance and Operations Manager, Nigeria
Education and Experience
University degree in Procurement Management, Accounting, Business Administration, Economics, Finance or related discipline; Full or part professional qualifications in procurement, finance and accounting, for example ACCA or CIPS is considered an advantage;
A minimum of five (5) years of relevant professional experience in procurement management and proven experience in procurement policy development, to ensure successful implementation;
In-depth knowledge and experience of compliance and procurement policies, practices and processes applied by international organizations.
A minimum of two (2) years experience in managing teams;
Experience of working in an international context, e.g., an intergovernmental organization, considered an advantage;
Terms of Contract:
Local Post.
Fixed term appointment for two (2) years.
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Nigeria for the duration of the contract. International IDEA is not able to support work permit applications.
