Context
The International Institute for Democracy and Electoral Assistance is an intergovernmental organization with 35 member states hailing from different continents around the world. International IDEA aims to support sustainable democracy worldwide, doing so, inter alia, by working with both new and long-established democracies to strengthen the institutions and culture of democracy and enhance the rule of law. Located at the interface of research and practice, International IDEA serves as a forum for dialogue and uses comparative experience and analysis to identify good practices for democracy-building. It also produces knowledge tools and practical guides for democracy support. The Institute maintains a global network of experts, provides training materials, and offers strategic advice to democracy actors at the international, regional, and national levels. The Institute is headquartered in Stockholm with field offices in Africa and West Asia, Europe, Asia and the Pacific, Latin America and the Caribbean.
International IDEA will be managing the “EU Support to End Sexual and Gender-Based Violence (ESGBV) in Nigeria” programme. This programme aims to reduce Sexual and Gender-Based Violence (SGBV) in Nigeria by strengthening laws and policies, expanding survivor-centered essential services and driving positive social-norm change. It will ensure that people in all their diversity with particular attention to women, girls and the most vulnerable have their rights promoted and protected from all forms of violence through legislation and effective enforcement, while improving the rule of law, tackling impunity, and enhancing access to justice through a more independent, effective, responsive, transparent and gender-sensitive justice sector. The programme also advances Sustainable Development Goals 5 (Gender Equality) and 16 (Peace, Justice and Strong Institutions). The programme will work towards three anticipated Outcomes:
I. Outcome 1 - Strengthened implementation, enforcement and monitoring of key legal and policy frameworks on the prevention of SGBV such as the Violence Against Persons (Prohibition) Act, response to SGBV and the protection of women, men, girls and boys;
II. Outcome 2 - Improved access to essential services (health, justice, protection and other related services) to recover from experienced violence, especially for survivors from rural communities, conflict affected communities, persons with disabilities and for victims of technology facilitated SGBV;
III. Outcome 3 - Strengthened capacity of civil society organisations, including women’s rights organisations, social movements, community-based groups and the public, to influence and promote favourable social norms as a way of ending SGBV;
The Finance Officer is primarily responsible for maintaining the accounts for the programme, ensuring payment processing and ERP encoding is updated regularly, and monthly closure deadlines are met. The Finance Officer has an in-depth understanding of International IDEA’s Finance and Accounting Procedures Manual, and Procurement Policy, and incorporates these into all facets of the role.
Duties and Responsibilities
1. Checks and processes invoices, petty cash, bank payments, expenditure reports, project advance requests, travel claims and settlements in accordance with International IDEA policies and procedures, and ensures supporting documentation is collected and filed;
2. Registers and uploads contracts to the ERP system;
3. Allocates invoice costs, and verifies compliance of invoices in accordance with International IDEA’s policies and procedures;
4. Assists in organizing procurement processes in accordance with the programme needs, in cooperation with the Project Financial Officer, ESGBV (NG-FC);
5. Assists with expenditure control, checks expenditure against budgets ensuring adherence to International IDEA policies and procedures and advises team members on cost saving measures;
6. Assists in the planning and budgeting process; Monitors budget allocations and actual expenditure monthly and prepares monthly and quarterly forecasts;
7. Assists in the preparation and provision of supporting documents for both institutional and programme audits; Ensures relevant financial information is kept updated and made available to auditors to ensure the audit is conducted effectively and on time;
8. Operates and maintains use of computerized accounting systems and spreadsheets to assist day to day accounting procedures and reporting requirements;
9. Prepares, analyses, and submits financial statements and reports;
10. Produces and regularly updates cash flow forecasts and ensures timely remittance requests to ensure sufficient funds are available to meet programme commitments;
11. Maintains financial records and ensures compliance with donor and International IDEA financial policies and procedures;
12. Provides guidance and support to ESGBV project team colleagues on the management of ESGBV grants, and budgets;
13. Monitors the financial management, compliance and reporting of implementing partners;
14. Acts as a custodian for all financial documents related to sub grant management and carries out activities such as creating separate records, filing, maintaining, and updating all financial related documents for each sub grantee as per the sub grant management policy including all transfers and fund accounting documents;
15. Ensures quality control for all partners financial submissions;
16. Ensures compliance with EU rules, sub grant agreements and other related requirements;
17. Carries out other duties and responsibilities as related to the post that may be assigned from time to time.

Reporting line

Education and Experience
• University degree in finance, financial management, business administration, or other relevant discipline;
• Full or part professional qualifications in finance and accounting, for example ACCA is considered advantageous;
• A minimum of three (3) years of professional experience working in a bookkeeping, accounting, audit or financial management capacity, ideally for a development organization, NGO, or well-regarded accounting/ financial services firm;
• Demonstrated experience working with cloud accounting systems is essential;
• Experience in working in an international context, e.g., in an intergovernmental organization, considered an advantage;
• Advanced knowledge of Microsoft Office package (including MS Work, Excel and PowerPoint) and Internet is required; Knowledge of ERP systems is desirable.
Terms of Contract:
Local Post.
Fixed term appointment for two (2) years.
Please note as this is a local post, International IDEA will bear no costs relating to the relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Nigeria for the duration of the contract. International IDEA is not able to support work permit applications.
