INTRODUCTION TO GGGI

The Green Trust Fund Unit (GTFU) is housed within the Department of Development Finance (DDF). GTFU is responsible for overseeing the management of donor backed financing vehicles supporting inclusive and sustainable development

The unit focuses on:

  • Overall Management of the Green Trust Fund Operations: Oversees the full operation of the Fund, serves as the Secretariat, manages project idea identification and proposal processes, coordinates high-level cooperation agendas, and develops new initiatives through research and partnership exploration.
  • Project Quality and Risk Management: Ensures that supported projects meet Fund’s objectives, oversees performance and eligible expenditures, and ensures compliance with procurement, financial, safeguard, and other institutional policies.
  • Partnership and Knowledge Management: Expands and manages networks with international agencies, governments, private-sector partners, and experts, while leading knowledge-sharing and visibility activities in collaboration with the Donor.
  • Reporting and Accountability: Provides timely financial and project progress reporting to the Donor, prepares the annual report, and facilitates external evaluations by ensuring smooth access to required information.

 

POSITION SUMMARY

The Program and Operations Associate, Green Trust Fund Unit, plays a central role in managing the operational, administrative, and coordination functions of the Green Trust Fund’s portfolio. The position (1) supports project review, monitoring, and reporting processes of the Fund; (2) contributes to communications and visibility that strengthen outreach, donor engagement, and internal information sharing; and (3) assists in evaluating project results and overall Fund performance to inform evidence-based decision-making. The Associate also (4) supports new initiatives by providing both administrative and practical implementation; and (5) delivers comprehensive administrative and logistical support to the Green Trust Fund Unit to ensure the smooth operation of daily activities and fund management processes.

The Associate works closely with the Department of Development Finance (DDF), HQ units, and country offices to ensure that all Fund operations are delivered in a timely, transparent, and compliant manner, consistent with institutional and donor requirements.

 

PURPOSE

The position supports the effective operation and management of the Green Trust Fund, ensuring that activities are delivered efficiently, transparently, and in alignment with GGGI and donor priorities. It contributes to the Fund’s performance by implementing operational and financial procedures that ensure compliance, accountability, and adherence to institutional standards.

The role also supports the coordination and documentation of new initiatives within the Fund’s portfolio, prepares reports, publications, and communication materials, and assists with the organization of partnership and visibility events. The Associate contributes to the evaluation of project results and Fund performance, consolidating data and lessons learned to inform continuous improvement. In addition, the position provides comprehensive administrative and logistical support to the Green Trust Fund Unit, ensuring effective coordination, timely project implementation, and operational integrity across the fund portfolio.

 

ENGAGEMENT

The Associate will:

  • Report to the Head of Green Trust Fund Unit, HQ
  • Support engagement with donor counterparts on reporting requirements, visibility expectations and portfolio updates.
  • Support engagement with potential partners for new initiatives and other strategic thematic areas.
  • Collaborate with HQ unit, including Finance, Procurement, Legal, Communications and Strategy to ensure coordinated workflows for reporting, procurement and compliance.
  • Contribute to DDF-level collaborative efforts to foster synergy across units and support departmental operational excellence in alignment with the Unit’s mandate.
  • Work closely with GGGI Country Offices and project teams across the portfolio to consolidate implementation inputs, integrate progress updates, and support performance monitoring.

 

DELIVERY

The Program and Operations Associate is responsible for contributing to the delivery of the following key results:

1. Support Portfolio Review, Monitoring, and Reporting:

    • Coordinate project review cycles and consolidate inputs from project teams.
    • Prepare donor-aligned reporting packages and ensure timely submission of required documents.
    • Ensure that all reporting reflects accurate implementation progress and compile with donor and institutional requirements.

2. Contribute to Communications and Visibility:

    • Ensure consistent communication across HQ and country teams by coordinating information flows and validating content.
    • Support the development of visibility products that highlight Fund achievements and ongoing work.

3. Assist in Evaluating Project Results and Fund Performance:

    • Compile evidence of project results, reviews logframes and support performance analysis.
    • Consolidate inputs for periodic assessments and ensure evaluations meet institutional and donor expectations.
    • Strengthen internal coordination by maintaining organized documentation of results, findings, and lessons learned.

4. Support New Initiatives:

    • Provide operational and administrative assistance for new activities introduced to the Fund, including internal consultations and early-stage execution tasks.
    • Prepare background notes, syntheses, and supporting materials based on inputs from relevant teams.
    • Ensure practical implementation steps are well-coordinated across units to enable smooth roll-out of new initiatives.

5. Provide Administrative and Logistical Support Across the Fund Unit:

    • Manage schedules, documentation, procurement steps, and meeting preparations to maintain smooth operations across the unit.
    • Arrange travel and logistical support for missions, workshops, donor meetings, and other Fund-related activities.
    • Ensure timely delivery of all administrative outputs and maintain structured communication channels among internal stakeholders.

 

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in international development, sustainable development, environmental science, economics, public administration, or a related field.
  • Minimum of 3–5 years of relevant experience in program management, project operations, or administrative coordination, preferably within international organizations, development agencies, or government institutions.
  • Experience supporting donor-funded projects, including budgeting, procurement, and reporting processes.
  • Excellent written and verbal communication skills in English.

  • Demonstrates solid knowledge of development project cycles, donor compliance frameworks and results-based reporting standards.
  • Ensures accuracy and efficiency in financial tracking, procurement support and documentation processes.
  • Synthesizes information and data into clear, well-structured reports, briefing notes, and knowledge products.
  • Supports the preparation of project proposals, consolidation of donor reports, and coordination of events and outreach activities.
  • Proficient in Microsoft Office and skilled in using institutional systems such as ERP and SharePoint for program and operational tasks.
