Organizational Context and Scope
Under the direct supervision of the Global Health Assessment Program (HAP) Coordinator in HQ Geneva, and the overall supervision of the Director of the Manila (Global) Administrative Center (MAC) in Manila, Philippines for administrative matters, and, in collaboration with the relevant units at Headquarters, the Administrative Centres, Regional Offices and field operations, the Senior Radiology Coordinator will be responsible and accountable for managing the IOM Teleradiology Center in Manila.
Responsibilities
- Manage the Manila Teleradiology Center, ensuring that facilities, equipment, and human resources are adequate for the smooth and uninterrupted provision of services to IOM and non-IOM panel sites.
- Ensure that all IOM radiological examinations and image readings are conducted in accordance with international and migrant-receiving country technical standards. Oversee proper documentation in IOM Medical IT systems and country-specific reporting templates, in line with IOM Radiology Standards.
- Coordinate the IOM Teleradiology Quality Control (QC) Programme to regularly assess and recommend improvements to the quality of radiology services across IOM field operations worldwide. This includes developing and updating QC protocols and guidelines, coordinating the development of relevant components of the IOM Medical IT and reporting systems with the Migration Health Informatics (MHI) and Information and Communications Technology (ICT) Units, analyzing QC outcomes, and providing consolidated reports, feedback, and recommendations to relevant internal units and partner operations.
- Collaborate with MHI on the design, development, and enhancement of radiology modules and Picture Archiving and Communication Systems (PACS) within the IOM Medical IT framework, to contribute to improved efficiency, integration, and quality across Health Assessment Programme (HAP) radiology facilities.
- Provide expert advice to MHD Headquarters, Regional HAP Coordinators, and Chief Migration Health Officers on radiology-related matters to contribute to the quality, integrity, standardization, and harmonization of IOM radiology services. Provide second-opinion readings and consultations for complex or ambiguous cases as required.
- Conduct audit visits to field operations and participate in the development, implementation, and continuous improvement of global IOM Radiology Standards — including equipment and process management, radiation safety, monitoring mechanisms, Standard Operating Procedures (SOPs), incident management, and dissemination of effective practices.
- Participate in new global projects to expand IOM’s Teleradiology and Quality Control programmes, including outreach to external healthcare and migrant health screening providers. Contribute technical radiology expertise to TB related collaborations and discussions with international stakeholders.
- Design, organize, and deliver training programmes on Radiology systems. Development training materials, manuals, and lectures to strengthen radiology capacity among IOM and partner staff, including radiologists, technologists, panel physicians, support staff, and IT personnel. Collaborate with government and global partners on technical aspects of training to ensure consistency with training standards.
- Provide technical information and recommendation for the budgeting and financial planning of the Manila Teleradiology Center and related initiatives, in close coordination with MHD Headquarters, the Project Monitoring and Finance Unit, and other relevant stakeholders, to ensure resources support operational needs.
- Collaborate with health authorities of resettlement countries, donors, and international or non-governmental organizations on technical matters related to the radiology and migrant health sectors. Represent IOM in technical meetings, workshops, and international conferences, presenting technical achievements, lessons learned, and sectoral developments.
- Undertake duty travel for quality assurance, training activities, establishment of new radiological facilities, and participation in regional and global technical meetings and conferences.

Qualifications
Required Qualifications and Experience
Education
- Degree of Doctor of medicine or University degree in Medicine from an accredited institution and specialization in radiology, with nine years of relevant professional experience with an emphasis on chest radiology, tuberculosis and Chest X-Ray screening and management ; or,
- Additional Master’s degree in Public Health, Epidemiology, Health Informatics, International Health or a related field from an accredited academic institution is an advantage.
- Professional board certification to practice diagnostic radiology from relevant radiology board certification body with up to date license.
Experience
- Knowledge and experience in implementation, analysis, monitoring and evaluation of health/radiology programmes and protocols, experience in resource mobilization and quality management, and good knowledge of budget planning, monitoring and financial administration;
- Demonstrated experience and professional skill in managing Chest radiology programs, screening chest x-ray examination and reading, including Tuberculosis screening, pediatric chest radiology and teaching, and knowledge and experience in radiology Quality control and analysis;
- Sound knowledge and experience in managing, developing, setting up, and expanding Teleradiology systems and radiology technologies including PACS system networking and use of different Digital Radiography software;
- Experience on managing health programmes at international level, especially related to IOM migration health, with demonstrated expertise in migration health issues relevant to the sector, and knowledge and familiarity in IOM’s administrative, financial, and business rules and practices;
- Experience in data management and analysis, and knowledge on using statistical packages and good knowledge of MS Offices software packages; and,
- Experience in coordination and negotiation with governmental authorities, other national/international institutions and NGOs,
Skills
- Knowledge in the broad range of migration related subject areas dealt by the organization in relation to migration health, and knowledge and skill in international and donor relations;
- In depth knowledge of radiology projects and international radiology standards, radiation protection rules, and different migrant health assessment programs;
- Knowledge and skill in designing, implementing and managing projects with resource mobilization, analysis, quality management, and monitoring and evaluation;
- Outstanding negotiation, leadership, communication, and excellent analytical skills;
- Skills in interpreting radiology images mainly screening chest x-rays, radiology Quality Control, Teleradiology programs and PACS system networks, ehealth and others;
- Skills in research, statistical software such STATA, data management and analysis, writing reports, presentations and publications;
- Knowledge and skills in software development projects, validation needs and activities, including project management, business analysis, review and testing, enhancement, integration and support; and,
- Proficient in using computer and Microsoft Office packages (word, excel, power point), internet and email.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish and French) is an advantage.
