Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently seeking a highly qualified Finance Specialist to support financial management, reporting, and compliance for DRC’s office in Bangkok and provide finance support to regional projects.

This role is focused on Thailand operations and support to 2 entities (MMC and ADSP) as well as regional project. It ensures compliance with DRC procedures and guidelines. The role provides support and/or technical guidance to budget holders and project colleagues in all finance aspects.

• Functions as a specialist in Finance within Thailand country operation.
• Provide overall advice, coordination, and technical support to the budget holders
• Ensure compliance with the finance chapters of DRC’s Operations Handbook

Responsibilities:

Support
• Support the development and implementation of financial management capacity building of staff
• Provide technical support and advice to the budget holders and program colleagues

Financial Management
• In close cooperation with budget holders, reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements
• Organize training sessions for Budget holders around Financial Management (BFU, cofunding, BI report, etc..)
• Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ
• Update monthly budget follow-up tool for regional projects
• Monthly financial briefings to relevant Manager
• Ensure thorough and effective budgetary control in the country programs
• Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action
• Support in collecting cash forecasts from all Programme Managers and requesting funds in a timely manner
• Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries
• Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required
• Update and maintain offline and online Master Budget on monthly basis
• Design monthly staff allocation table and administration costs and get it approved by Support Services Manager.
• Ensure reconciliation between donor agreement and DYN approved budgets
• Follow-up on open committed costs, including PRs, Pos, TRs and other pending transactions, and clean as applicable.

 

As Specialist the post-holder is responsible for the following:
• Responsible for providing specialized knowledge and operational know-how within a specific discipline
• May also have technical line responsibilities, but generally on technical or operational matters

 

About you

To be successful in this role we expect you to have minimum 3 years of practical experience in financial management preferably with INGO/NGO. Moreover, we also expect the following:

• Master's degree in Finance/Accounting or Business Administration
• Proven experience in managing large budgets
• Competence in providing technical guidance and training
• Proven experience in working with national partners, local/government authorities
• Working experience with relevant donors (e.g. UNHCR, ECHO, OFDA, WFP, DFID or BPRM guidelines)
• Advanced proficiency in Excel
• Full professional proficiency in English
• Full proficiency in Thai (writing also)
