Job Description
Under the overall oversight of the Humanitarian Access Officer, direct supervision of the National Access and Liaison Officer, the successful candidate will assist in enhancing principled humanitarian access across IOM’s activities in Afghanistan.
Responsibilities
Assist to establish and maintain relationships with key stakeholders to facilitate principled humanitarian access for IOM project activities.
Maintain a statistical database of all access incidents occurring in different regions considering gender mainstreaming.
In close coordination with IOM gender focal point, National Liaison & Access Officer and Humanitarian Access Officer, support female staff access to work in all the regions and timely report all relevant constraints.
Organize and manage the filing system of the letters related to the correspondence with the authorities and make sure it is easily accessible to the access team.
Closely monitor the impacts of new edicts and decrees from authorities including PVPV, etcon female staff working in Kabul and regions and suggest appropriate solutions.
Make sure that the minutes of the different meetings, including the Access & Security bi-weekly meetings, are recorded and the action points are closely followed-up.
Support in the addressing and resolution of access constraints in close collaboration with National Liaison & Access Officer especially with regards to gender related access constraints.
Provides general administrative and logistical assistance to the access team in Kabul and provinces.
Perform other related duties as required by supervisor.
Qualifications
Required Qualifications and Experience
Education
Or
High School diploma with five years of relevant professional experience.
Experience
Progressively responsible experience in humanitarian access related activities
Work experience in an international organization
Proven experience leading a team.
Ability to work efficiently and deliver under pressure and strict deadlines
SKILLS
Knowledge of principled humanitarian access concepts.
Humanitarian negotiation skills
Knowledge of how to conduct contextual assessments and stakeholder analysis
Strong contextual awareness and understanding of dynamics that impact humanitarian operations.
Proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook).
Languages
- For all Applicants, fluency in English is required (oral and written).
- Working knowledge of Pashto or Dari is required.
- Fluency in all national language(s) are highly advantages.
