Job Description

Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants1. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased, with this trend projected to continue in the short to medium term. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.

Under the overall supervision of the Programme Officer (GBV) and the direct supervision of the National Officer (GBV), the incumbent will assist and support the provision of GBV services.

Responsibilities

Under the direct supervision of the Programme Officer (GBV), the Senior Programme Assistant (GBV) will support the coordination of GBV activities under the Protection Unit. 

The responsibilities include: 

  • Support the National Officer (GBV) and the Programme Officer in monitoring that Protection GBV Unit’s interventions adhere to best-practice principles and to the GBV minimum standards 
  • Assist the National Officer (GBV) in monitoring the work of field protection staff and/or implementing partners (IPs) on the implementation of specialised GBV services and programmes, which will include providing logistical, administrative, technical, and financial support and reviewing that all relevant financial documentation is accurately completed and submitted.
  • Conduct regular field visits to monitor service delivery and work performance of field protection staff and IPs, conducting periodic meetings to discuss challenges, ad hoc follow-ups, as well as identifying challenges and capacity-building needs of field protection staff and/or IPs, find solutions and developing comprehensive plans to address challenges and needs.
  • Contribute, in close coordination with the National Officer (GBV) and the Programme Officer (GBV), to continuously strengthen the capacities of field protection staff by providing, technical guidance and training sessions on GBV, safe referral pathways, data protection and other relevant topics, and supporting the development, translation and roll-out of training packages.
  • Contribute to ensure that data related to protection/GBV is systematically and accurately collected by field protection staff and/or IPs in a confidential manner and entered into relevant tools, database and information management (IM) systems to facilitate monitoring and reporting in line with IOM’s data protection guidelines
  • Conduct periodic Case Conferencing with IPs and GBV focal persons at the provincial level to discuss the challenges and identify way for high risk GBV cases.
  • Lead on GBV assessments in provinces with relevant sectors including health, CCCM, WASH, DTM, and implementing partners to monitor data collection to ensure that data is collected by the staff in safe and ethical ways.
  • Monitor GBV trends, gaps, and needs to provide support to the community engagement.
  • Assist to prepare and maintain/update detailed work plan(s) to support and achieve activities.Identify concerns related to and support adherence to GBV referral protocols by all relevant organizations and agencies.
  • Liaise and coordinate with external service providers and relevant stakeholders in relevant meetings and coordination structures 
  • Maintain effective working relationships with relevant stakeholders including community leaders and other implementing organizations and agencies.
  • Monitor that attendance records and other reporting tools are implemented and routinely provided to relevant staff including M/E Officer and/or Program Assistant.
  • Support the Humanitarian, Resilience and Recovery Unit (HRRU) and the Protection Team with other tasks and activities, upon request, including but not limited to conducting field visits, key informant interviews (KIIs), focus group discussions, awareness raising sessions and other activities.
  • Assist with other tasks, as needed.

Qualifications

Education
  • Bachelor’s or Equivalent or Higher degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with 4 years of relevant professional experience.
  • High School Degree/Certificate in the above relevant fields with 6 years of experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Extensive experience working on gender-based violence (GBV) including working in direct contact with beneficiaries.
  • Strong experience in providing protection and GBV case management responses in protracted displacement context.
  • In-depth understanding of the protection sector in Pakistan, its challenges, priorities, and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals. 
  • Experience in liaising and coordinating with external actors and relevant service providers.
  • Good experience in providing technical guidance and capacity building on case management, GBV, CP and other cross-cutting issues.
Skills
  • Understanding of critical issues around data protection principles and knowledge of safe, confidential, and ethical data collection, processing, and analysis. 
  • Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.
Languages
  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
  • For all applicants, fluency in English and Urdu is required (oral and written).

DESIRABLE

  • Working knowledge of Pashtu and/or Dari
IOM’s official languages are English, French and Spanish.
