The Operations Supervisor (OS) is responsible for the direct oversight and coordination of all operational functions across the San Diego offices, ensuring a well-functioning and compliant operational environment. The OS serves as the primary liaison with HQ Regional Functional Leads, including the Supply Chain Advisor (SCA), and supports the Deputy Director in communication with the Regional Safety and Security Director (RSSD), the Regional IT Director (RITD), and the Global Facilities Director (GFD).
The OS acts as the primary point of contact for various operational areas, oversees reception, and provides general administrative support. This position reports to the Deputy Director and provides direct supervision to assigned Operations staff in the IRC San Diego offices.
Major Responsibilities:
Supply Chain
· Procurement management and Oversight
o Accountable for managing purchases and procurement for the Cluster, ensuring compliant competitive bidding and value-for-money analysis, and coordinating with GSC for procurements requiring their involvement.
o Accountable for the management and maintenance of procurement through the ERP system (Integra), including PR-PO processes, and ensure the Period Close Checklist is completed accurately and on time.
Consolidate procurement plans, monitor progress, and track implementation.
o Responsible for overseeing adherence to procurement policies and procedures and for ensuring the procurement method matrix is consistently applied
o Proactive involvement in risk identification and mitigation related procurement, supplier and supply chain reliability.
· Contracts & Vendor Management
o Manage and track service agreements and stand-alone contracts.
o Maintain vendor relationships in accordance with organizational supply chain policies and SOPs.
· Inventory & Warehouse Management
o Oversee inventory controls, warehouse management, and ensure regular reconciliation of on-hand inventory.
o Oversee the management of accurate inventory and CIK (Contribution in Kind) balance reporting
o Oversee mid-year and end of yar inventory count and reporting, investigate and resolve inventory discrepancies
Facilities Management:
• In collaboration with Operation’s staff and Deputy Director:
o Manage the office and equipment leases, coordinate repairs and improvements with property managers, and lead the procurement of office equipment.
o Coordinate the allocation of workspaces and support related employee lifecycle needs such as building access.
o Support smooth functioning of office infrastructure including communications equipment and services.
• Responsible for coordinating El Cajon garden maintenance and repairs, such as leaky pipes, and collect fee payments for the garden;
• Assist with planning and coordinating office space utilization.
• Responsible for coordinating on- and off-site storage needs.
Information Technology—IT:
• In collaboration with Operation’s staff and Deputy Director:
o Oversee IT and communications infrastructure, hardware and software matters.
o Educate staff about IT support resources, including appropriate channels for incident reporting.
o Work with regional and HQ IT team to address any internet or telecommunications service disruptions, liaising with local internet and telecommunications service providers.
o Escalate any unresolved incidents or larger-scale IT projects (such as office moves or expansion) as needed.
o Ensure compliance with IT protocols, policies, and procedures including information security policy, IT procurement and asset management policy, acceptable use of IT resources policy, and new software procurement protocols.
Other Duties
• Provide mentorship and supervision to Operations staff, including leading team meetings, individual supervision and coaching, and conducting goal setting, and performance reviews.
• Serves as back-up to Front Desk Reception, as the needs arises, for covering time off;
• Other duties as assigned.
Job Requirements:
• Undergraduate degree in business, non-profit management, public administration, or others related field preferred.
• At least two years of related professional experience; preferably with refugee services and in a non-profit or social service environment.
• Experience supervising staff preferred.
• Demonstrated ability to work with deadlines and lead multiple priorities in a fast-paced environment.
• Good interpersonal communication skills and ability to effectively work in a multi-cultural work environment.
• Knowledge of state and federal donor compliance regulations is a strong plus.
• Fluency in English, written and spoken.
Working Environment:
• A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
• May require occasional weekend and/or evening work.
Compensation: (Pay Range: $65,064 - $77,700) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
