Purpose of consultancy: “SRH Consultant” under the short-term project for Provision of Technical Assistance strengthening the interventions, particularly in the roll out of newer contraceptives at the State level and   Indore and Ratlam by coordinating from the State with the various stakeholders  and provide support for the scale up .
Introduction 

The United Nations Population Fund (UNFPA) is the leading United Nations agency dedicated to advancing sexual and reproductive health. With a strong focus on promoting sexual and reproductive health and rights (SRHR) and gender equality, UNFPA’s India Country Office works in close collaboration with the Government of India and various partners to advance the goals set out in the International Conference on Population and Development (ICPD) Programme of Action and the 2030 Agenda for Sustainable Development.

In line with its mandate, UNFPA India is implementing its 10th Country Programme (CP-10) for the period 2023–2027. The CP-10 envisions an inclusive India where every woman and young person—including those from vulnerable and marginalized groups—can enjoy gender equality, fully realize their sexual and reproductive health and rights, and actively contribute to sustainable development.

In Madhya Pradesh (MP), UNFPA provides technical and programmatic support to the State Government and selected districts—Rajgarh, Guna, Chhatarpur, Ratlam, and Indore—for strengthening family planning and maternal health interventions. In Rajgarh, Guna, and Chhatarpur, the interventions encompass family planning, maternal health, and adolescent health, while in Ratlam and Indore, the focus is on the rollout of Implant and Antara SC contraceptive interventions and facilitating scaling up.

UNFPA is providing technical support in rolling out the newer contraceptives in two districts of Indore and Ratlam and has the potential of scaling up in other districts. As part of the roll out, it entails planning, capacity building and regular monitoring of the interventions.

About the position 

As an Individual Consultant based in UNFPA State office, Bhopal, Madhya Pradesh, the SRH Consultant will play a pivotal role in providing technical assistance and coordination support to strengthen Family Planning interventions across the State and in the UNFPA-supported districts. The consultant will work closely with the UNFPA State Head, and other UNFPA consultants, District Facilitators, and the implementing partner to ensure that FP interventions are effectively planned, implemented, and monitored in line with the programme’s objectives and expected outcomes with reference to the introduction of the new contraceptives and roll out 

In addition to coordination, the consultant will facilitate capacity building, knowledge exchange, and documentation of good practices to inform strengthening of the roll out of the newer contraceptives.

Over the course of the 6-month Individual Contract, the consultant will serve as a techno managerial for UNFPA in Madhya Pradesh, supporting the achievement of FP/SRH outcomes and contributing to broader health and development priorities at the state level

Scope of work:

Specific roles and responsibilities will include the following:

  • Program Coordination & Implementation: Lead and coordinate the rollout of family planning interventions across the five UNFPA focus districts by developing comprehensive implementation plans in collaboration with District Facilitators and key partners. Ensure timely, efficient, and high-quality execution of planned activities, with a focus on expanding access to newer contraceptives such as Implants and Antara SC, in line with UNFPA’s mandate to strengthen health systems and promote rights-based family planning services.
  • Mapping & Progress Tracking: Map family planning interventions, including the provision of newer contraceptives, as part of the NHM PIP for UNFPA-supported districts. Systematically track progress to ensure alignment with state and national priorities. Provide techno-managerial guidance for course correction and enhance program responsiveness, particularly for the uptake of Implants and Antara SC.
  • Data & Resource Management: Establish and maintain detailed databases of service providers, health facilities, and human resources in priority districts, with a focus on tracking skills and capacity for family planning service delivery. Monitor orientation, training, and deployment patterns to guide evidence-based planning and resource optimization for the rollout of newer contraceptives.
  • Training & Capacity Building: Identify capacity gaps in family planning and SRHR service delivery. Provide technical and managerial support for designing, facilitating, and monitoring training and capacity-building initiatives, ensuring that service providers are fully competent in offering newer contraceptives such as Implants and Antara SC, while maintaining alignment with UNFPA quality standards.
  • Human Resource Planning & Service Delivery Strengthening: Support district-level human resource planning by aligning available skills, infrastructure, and service delivery needs with family planning objectives. Strengthen SRH and family planning service delivery platforms across all levels, ensuring providers are equipped to counsel clients and safely provide newer contraceptives.
  • Monitoring, Supervision & Facilitative Support: Provide technical support to District Facilitators and State teams for monitoring, supervision, and problem-solving to ensure smooth implementation of family planning interventions. Facilitate evidence-based decision-making and scale-up of newer contraceptives based on lessons learned and service uptake data.
  • Support for Newer Contraceptives: Actively facilitate the introduction, rollout, and scale-up of newer contraceptives, including Implants and Antara SC, in targeted districts. Provide technical support, mentoring, and supervision to ensure quality service delivery, monitor uptake, and address operational challenges.
  • Stakeholder Engagement & Convergence: Engage with State and District-level officials, NHM representatives, and development partners to drive the implementation of family planning interventions, particularly the rollout of newer contraceptives. Promote convergence, coordination, and shared accountability to maximize access and uptake.
  • Coordination & Review Meetings: Facilitate regular review meetings with District Facilitators and Block Coordinators to monitor family planning activities, address operational gaps, and ensure alignment with program objectives and UNFPA priorities, with a focus on Implants and Antara SC rollout. Co-ordinate with District officials , medical colleges and other institutions to strengthen the roll out . Co-ordinate with State FP officials to plan scaleup of newer contraceptives.
  • Partner & Government Liaison: Strengthen coordination between partner organizations, NHM, district administrations, and UNFPA to enhance the effectiveness of family planning interventions, including the introduction and scale-up of newer contraceptives.
  • Monitoring, Documentation & Reporting: Track supportive supervision visits, monitor family planning service delivery, and compile field reports. Synthesize progress updates for submission to UNFPA State Head and Programme Officials, documenting lessons learned, service uptake, and challenges in the rollout of newer contraceptives.
  • Analysis & Knowledge Management: Prepare analytical reports, dashboards, presentations, and knowledge products highlighting achievements, gaps, trends, and lessons learned in family planning interventions, with particular focus on the uptake and integration of Implants and Antara SC. Contribute to knowledge sharing, advocacy, and program improvement.
  • Field Support & Best Practices: Undertake field visits to provide supportive supervision, document best practices in family planning service delivery, and strengthen linkages between State and District-level interventions. Support mentoring of health providers to ensure high-quality provision of newer contraceptives.
  • Other Duties: Undertake any other tasks assigned by UNFPA to support the rollout of family planning interventions and expand access to newer contraceptives, in alignment with UNFPA’s mandate and program objectives.
Duration and working schedule:

From January 2026 to June 2026 (Extension based on the availability of funds, resources and satisfactory performance)

An honorarium commensurate with the qualification and experience shall be provided to the Consultant per month and DSA for the travel days as per the UN norms will be paid to the Consultant.

The consultant will submit regular reports on activities undertaken and submit travel reports within four working days.

The work of the SRH Consultant will be planned based on the roles and responsibilities. Every month the deliverables will be finalised, and the monthly honorarium will be released on the achievement of the deliverables. 

Hard copy and electronic copy of the document to be shared with UNFPA. 

Monitoring and progress control, including reporting requirements, periodicity format and deadline: The consultant will regularly interact with UNFPA State Head in terms of the undertaking of the roles and responsibilities. S/he will coordinate with other State officials  and other UNFPA consultants for technical interaction. S/he will also coordinate with CO officials under the guidance of the State Head.
Supervisory arrangements:  State Head of Office, UNFPA State of Madhya Pradesh
Expected travel: A total of 3 to 4 days per month of travel during the period 
Required expertise, qualifications, and competencies, including language requirements:
  • Advanced qualification in the health management, preferably master’s in public health/health management 
  • At least 3 to 4 years of relevant experience in project management around public health programmes 
  • Experience of working with UN agencies and at the State level
  • Experience and strong understanding of working with Government departments, particularly with that of the Health Department, and engaging with State and District officials 
  • Understanding of the public health programmes and experience of working in family planning and maternal health 
  • Experience of working in human resources 
  • Excellent interpersonal, communication, and writing skills in English and Hindi
  • Demonstrated ability to work in a team and in a multicultural environment
  • Proven experience in budget management and reporting
  • Experience in working on MS office
  • Ability to work independently and in multidisciplinary and culturally diverse teams.

UNFPA will provide facilitating the environment in getting the necessary orders from Government for the consultants to visit high priority districts and undertake work in terms of coordination with District Health Officials

 

 

Languages: 

Fluency in English is mandatory. Working knowledge of one of the Indian official languages is desirable. Knowledge of other UN languages is an asset.
