Cyber Security Advisor

The Bank for International Settlements (BIS) is hiring a Cyber Security Advisor within the Cyber Resilience and Coordination Centre team.

Please note that this role is offered as a three-year fixed term contract.

This role is based in Basel, Switzerland; however, thanks to our status as an international organization, we can hire globally and welcome applications from candidates of all nationalities and located anywhere in the world. Relocation support is available for the successful candidate and their dependent family members.

Purpose of the job:

Our mission is to support central banks' pursuit of monetary and financial stability through international partnership and to act as a bank for central banks.

As a Cyber Security Advisor, you will play a pivotal role in advancing this mission by contributing your technical expertise and advisory skills to initiatives that enhance cyber resilience across the central banking community.

Your primary focus will be to foster collaboration with central banks, supervisory authorities, and international organizations. You will help expand the CRCC’s global cooperation networks, represent the CRCC in international forums, and serve as a trusted advisor on emerging risks, governance, and resilience frameworks.

By joining the Cyber Resilience Coordination Centre team within the Corporate Security group, you will:

  • Develop and implement customized programs, such as workshops, training, and simulation exercises, to address today’s complex cyber threats.

  • Work with various units, processes and systems with an impact across the whole organization.

Principal Accountabilities:

  • Design and deliver CRCC capacity-building programmes that strengthen central banks’ ability to assess and enhance their cyber resilience frameworks, capabilities, and response preparedness. 

  • Develop and facilitate training, workshops, and simulation exercises for central bank participants focused on cyber operations, cyber resilience maturity, identification and mitigation of emerging cyber threats, program governance and cyber risk management.

  • Lead collaborative capacity-building projects that promote knowledge transfer and the sharing of good practices among central banks, supervisory authorities and other stakeholders.

  • Deliver professional presentations, technical briefings, and public speaking engagements on cyber resilience and emerging technologies for international audiences, both virtually and in person.

  • Conduct research on emerging technologies, such as artificial intelligence, quantum technologies, and advanced threat detection, to develop forward-looking strategies that address evolving cyber threats and ensure the CRCC remains a leader in driving resilience across the global financial system.

  • Support the CRCC’s outreach efforts by contributing to BIS publications, frameworks, and international working groups advancing global financial-sector resilience.

  • Collaborate with central banks, international organizations, technical experts, and partner institutions to expand access to technical knowledge and strengthen global cooperation networks.

Qualifications, skills and experience:

  • A master’s degree in computer science, information security, risk management, or a related discipline, or equivalent relevant experience.

  • Strong experience in cybersecurity, cyber resilience, or assurance roles, including significant exposure to capacity-building and international collaboration. Experience within a central bank or financial supervisory authority is an advantage.

  • Demonstrated ability to develop and contribute to large-scale, impactful programmes and initiatives, with a focus on technical capacity building and stakeholder engagement.

  • Strong knowledge of leading cybersecurity and resilience frameworks and controls, including NIST CSF, ISO/IEC 27001, and CIS.

  • Technical understanding of threat scenarios (e.g., ransomware, insider threats) and managing hands-on offensive and defensive security operations, including penetration testing, threat detection, and incident response.

  • Knowledge of banking technologies (e.g., SWIFT, payment systems), familiarity with regulatory frameworks (e.g., DORA), and relevant certifications (e.g., GIAC, OSCP, CEH, CISSP) is preferred. 

  • Demonstrated expertise in designing and delivering cyber resilience training, simulation exercises, and workshops for technical audiences.

  • Competence in using maturity models, risk-based evaluation techniques, and control assessment to guide institutional development.

  • Experience in applying governance, risk, and compliance (GRC) frameworks to assess and improve cyber resilience maturity.

  • Familiarity with cloud services security and emerging technologies, including AI and quantum technologies and their implications for central bank and financial-sector cybersecurity.

  • Very good public speaking skills, with the ability to engage senior leaders and technical experts in international settings.

  • Excellent written and oral communication skills in English; additional languages are an asset.
