DRC Uganda is currently looking for a highly qualified and motivated individual to join our dynamic team a Project Manager.
The role is conditional upon funding being secured for the project.
The overall purpose of the role:
The Project Manager will provide overall leadership, coordination and management of the Uganda Climate Smart Agricultural Transformation Project in the assigned refugee settlement and host community areas. The role ensures high quality delivery across crop, livestock, beneficial insect, sustainable land management, nutrition and market systems components in alignment with the Ministry of Agriculture, Animal Industry and Fisheries requirements. The Project Manager will oversee planning, implementation, budgeting, reporting and compliance with World Bank standards, coordinate with district authorities, settlement leadership, and ensure that all targets including support to 60,000 households, the establishment of Farmer Field Schools, delivery of inputs through the e-voucher system, and bringing 3,000 hectares under sustainable land management are met.
Your main duties and responsibilities will be:

Provide overall leadership and coordination of all project activities and partners in the assigned settlement, ensuring alignment with the Uganda Climate Smart Agricultural Transformation Project objectives.

Develop detailed work plans, budgets and implementation schedules in line with project guidelines.

Ensure timely delivery of inputs through the e-voucher system and oversee coordination with agro dealers, beneficiaries and settlement structures.

Supervise all technical officers and Community Based Facilitators to ensure high quality delivery across crop, livestock, entomology, Sustainable Land Management, nutrition and market systems activities.

Lead establishment and functioning of Farmer Field Schools and Farmer Institutional Development processes.

Ensure implementation of climate smart agriculture, livestock, beneficial insect value chains and sustainable land management practices in line with technical standards.

Coordinate land access arrangements, block farming processes and dialogue with landowners, host communities and settlement leadership.

Ensure all project activities comply with environmental and social safeguard requirements including Environmental and Social Management Plans (ESMPs), Gender Based Violence mitigation, grievance redress, child protection and conflict sensitivity.

Oversee development of a Monitoring, Evaluation, Research, and Learning (MERL) plan, ensure use of approved data collection tools, and maintain an updated digital beneficiary database.

Ensure timely submission of monthly, quarterly, bi-annual and annual technical and financial reports to the Ministry of Agriculture, Animal Industry and Fisheries and district authorities.

Organise and lead joint supervision missions with the Ministry of Agriculture, Animal Industry and Fisheries, the Office of the Prime Minister, District Local Governments and other stakeholders.

Support documentation of lessons learned success stories and field innovations for replication and scale up.

Ensure accurate financial management and compliance with World Bank procedures in coordination with the Accountant.

Facilitate coordination with other partners operating in the settlements to ensure harmonisation, avoid duplication and maximise impact.

Lead sustainability planning and ensure transfer of responsibilities to community structures, district authorities and private sector actors.
About you
-
To be successful in this role, we expect you to have a minimum of 7 years of experience managing agricultural, livelihoods, climate smart agriculture or market systems projects. Moreover, we also expect the following:
Required

Degree in Agriculture, Agricultural Economics, Rural Development, Natural Resource Management or related field.

Demonstrated experience managing multi-component, multi-value chain programmes, preferably in refugee hosting districts or humanitarian settings.
-
Experience supervising multidisciplinary technical teams and community-based field staff.
-
Strong understanding of climate smart agriculture, livestock systems, beneficial insect value chains and sustainable land management.
-
Proven experience in project planning, budgeting, financial oversight and results-based management.
-
Experience coordinating with government institutions, particularly the Ministry of Agriculture, Animal Industry and Fisheries, District Local Governments and the Office of the Prime Minister.

Experience managing environmental and social safeguards, including grievance redress mechanisms, Gender Based Violence, mitigation and child protection.
-
Experience with digital data collection tools, Monitoring, Evaluation, Research, and Learning (MERL) systems and indicator tracking.

Strong stakeholder engagement, conflict sensitivity and problem-solving skills

Fluency in written & Spoken English.
Desirable
-
Postgraduate training in project management, climate smart agriculture, market systems development or a related discipline is an added advantage

Knowledge of local languages spoken in refugee settlements is an asset.
