Organizational Setting
The Department of Safeguards carries out the IAEAâs duties and responsibilities as the worldâs nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including\: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.
Main Purpose
Reporting to the Director, the Section Head plans, guides, coordinates, and supervises the work necessary for the development, management, implementation, and assessment of the training programme of the Department of Safeguards. This function encompasses providing job-related technical training for staff of the Department, training and capacity-building for personnel from Member States in areas of relevance to international safeguards, such as State Systems of Accounting for and Control of Nuclear Material (SSACs), and training for other IAEA staff on safeguards-related issues as required.
Role
The Section Head is\: (1) a leader and manager, providing guidance, motivation and support to the Section, fostering an inclusive learning culture focused on continuous improvement and knowledge sharing, managing financial and human resources, and ensuring effective service delivery; (2) a training expert on assessing training needs and developing relevant training curricula and learning programmes; and (3) a coordinator for the design and implementation of the Safeguards Training Programme for staff and Member States; and (4) a communicator, engaging effectively across the Department and with Member States to build support, mobilize resources, and strengthen external cooperation.
Functions / Key Results Expected
Lead, plan and supervise the work and deliverables of the Section, ensuring optimal use of available resources.
Ensure the effectiveness of the Sectionâs delivery in the following areas while promoting innovation and best practice\:
- Training needs analysis\: identification of the required competencies (competency profiles) for safeguards staff;
- Staff Training Programme\: design, organization and implementation of the programme, with in-house resources or through Member State Support Programmes, in accordance with training needs analyses;
- Member States Training Programme\: design, organization and implementation of the programme for Member States, including advisory missions, national and international training courses, and capacity building programmes;
- E-Learning and online resources\: design and development of learning and development materials, utilizing the Departmentâs and IAEAâs e-learning resources;
- Safeguards Traineeship Programme\: design, organize, implement and evaluate.
- Training and capacity building activities\: evaluation of effectiveness.
Manage, coach and develop staff, promoting a collaborative and knowledge-sharing work environment.
Contribute to departmental programme planning, budgeting and performance reporting, including donor-funded activities.
Participate in interdepartmental initiatives supporting nuclear infrastructure development and capacity-building in Member States.
Maintain effective liaison with Member States and relevant stakeholders to coordinate and deliver capacity-building activities such as training courses, advisory missions and technical support.
Oversee the management, operation and safety compliance of the safeguardâs training laboratories for non on-destructive assay and containment and surveillance.
Ensure the safeguardâs training laboratories operate in compliance with the departmental quality management system requirements as well as IAEA safety, health and radiation protection standards.
The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills
Master's Degree - Advanced university degree in nuclear science, physics, engineering or a related field.
Bachelor's Degree - University degree in a stipulated field with two years of additional relevant experience may be considered in lieu of an advanced degree.
Minimum of 10 years of combined research, industrial and international safeguards experience in the nuclear fuel cycle.
Proven track record in management positions involving leading technical projects and teams, including supervision of staff and other resources as well as oversight responsibilities.
Demonstrated experience in designing and conducting training courses.
Experience in computer-based training and knowledge management an asset.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $101540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 55339, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
