Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole. 

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including\: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. 

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.


 

Main Purpose

Reporting to the Section Head, the Support Centre Team Leader manages and leads the team responsible for providing first-level support for client queries and for addressing routine and standard SGTS service requests required to support infield verification activities and to ensure the safety of Department of Safeguards staff. The Team Leader ensures that the team provides timely, accurate and lean services and oversees the operation of a fit-for-purpose infrastructure in support of service provision for the entire Division. In addition, the Team Leader provides subject matter expertise to the Director of SGTS in discharging the responsibility for ensuring, for all SG assets, that complete and accurate records are maintained to satisfy the requirements of Financial Regulations for internal financial control.


 

Role

The Support Centre Team Leader is\: (1) a manager, responsible for applying SGTS management principles to ensure the efficient delivery of technical services within assigned resources; (2) a technical expert, ensuring innovation in developing concepts and contributing to the development of technical solutions to support SGTS service tracking and provision, including the application of lean management principles; (3) a leader, supervising and providing guidance, training and direction to staff in the team; and (4) an adviser to other Team Leaders, Section Heads, the Divisional Director and other departmental counterparts on inspection equipment performance monitoring and logistics implementation.


 

Functions / Key Results Expected

-Manage, in the most effective and efficient manner, a team of technicians and the relevant resources (human, financial, assets, workspaces) for the timely and effective planning, tracking and delivery of divisional projects. 
-Establish clear work objectives for staff, monitor workloads, and ensure effective performance management, including pro-actively supporting staff development, acknowledging exceptional performance, and addressing underperformance. 
-Lead and promote knowledge sharing within the team and the Division and ensure that business processes are appropriately documented. 
-Maintain the warehouse, Safeguards Equipment Receiving Area, other relevant workshops, and their infrastructure to meet customer requirements. 
-Oversee SGTS service management implementation, process monitoring and performance management, including the definition of user requirements and the validation of their implementation for technical services as a product owner. 
-Oversee the escalation and de-escalation of service requests to the appropriate tier based on complexity and considering available resources, and collaborate with other teams in the Division by providing technical assistance as detailed in related work packages assigned to SCT staff. 
-Plan and implement the programmatic work of the team including the establishment of concrete objectives, milestones, and performance indicators. 
-Continuously improve the provision of services through regular process reviews and analyses to assess quality and effectiveness. 
-Guide, motivate, and coordinate team members toward the achievement of shared goals by setting a clear vision, resolving conflicts, and fostering a productive team environment. 
-Serve as the departmental subject matter expert and business process representative in the areas of the team’s responsibilities, including in the areas of SG asset management, equipment performance monitoring and logistics.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in business administration, engineering, logistics, applied science or a related field.

  • Bachelor's Degree - University degree in a relevant field with two years of additional relevant working experience may be considered in lieu of an advanced degree.

  • Minimum of 7 years of demonstrated accumulated experience in managing ticketing systems for service provision and providing customer support while having a supervisory role or leadership position, preferably in an international environment. 

  • Demonstrated experience with project management methods and tools (e.g. PRINCE2). 

  • Professional experience in asset management, transportation, inventory control, collection and analysis of equipment management information required. 

  • Relevant certifications such as IPSAS, ISO 55000, Incoterms 2020 rules, Lean Management and others an asset.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84672 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46146, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
