Background and Purpose of the Assignment:
The World Food Programme (WFP) is the leading Humanitarian Organization fighting hunger and changing lives worldwide, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. In Egypt, WFP is committed to supporting the Government’s priorities towards the achievement of the SDGs. WFP’s current five-year Country Strategic Plan (CSP) is designed in a way to fully support Egypt’s vision 2030 and ensure food and nutrition security for all Egyptians, as enshrined in both the Constitution and the country’s commitment to the Global Sustainable Development Agenda.


The CSP focuses on five interrelated thematic areas:
• Support and complement the Government’s social protection programs.
• Support the refugees and migrants through food assistance and resilience building.
• Improve the nutritional status of Egyptians with a focus on Pregnant and Lactating Women and infants under two years of age.
• Support resilience of vulnerable smallholder farmers and Bedouin communities in Upper Egypt and frontier Governorates.
• Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighbor countries.


Job Purpose:
To meet the needs of the beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers, or a combination of all three.


Accountabilities/Responsibilities:
The Data analyst/ architect will work within the Programme Team in WFP Egypt Country Office in support of its Cash-Based Transfers operations implementing the following:
1. Beneficiary data management for all beneficiaries.
2. Support the definition and roll out Cash Base Transfer data management for the Egypt Country Office CBT unit based on.
3. Mapping of data flows and existing systems within WFP CO on beneficiary information (identities, enrollment, payment, reconciliation and monitoring) and with external databases.
4. Establish/ advise/maintain secure data repositories and secure data sharing platforms that provide the means to upload and access beneficiary information from various sources and receive reports from partners and FSPs for reconciliation and reporting, including defining access and user roles.

5. Generate reports including Monthly Payment List Memo, Reload Memo (where relevant), Reconciliation Memo (for all modalities) and any other reports based on programme need.
6. Deduplication: based on existing data and processes, assess deduplication needs (for both internal and external/government lists).
7. Support with technical inputs to the country office digitization strategy, which includes supporting efforts to ensure interoperation ability between WFP MIS (SCOPE), and government owned platforms.
8. Support in other data analyst tasks for the vulnerability-based targeting data collection, data management and data verification exercises.
9. Support the roll-out of data management initiatives aiming to improve,
streamline and harmonize the flow of EG CO operational information across BI/Tableau dashboards including mapping of data sources and users’ needs.
10. Troubleshoot integration issues between SAP HANA and DOTS, API Gateway, Tableau and Scope systems

Core competencies expected for the job:

Programme Lifecycle &Food Assistance: Demonstrates ability to identify key variables and contextual
factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
Emergency/transitional Programming: Displays capacity to provide inputs into the development, implementation and realignment of high-quality emergency programmes.
Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.


Desired Experiences for entry of the role:
• Good understanding of Data Science.
• Good understanding of operational programme data needs in complex environments.
• Good understanding of Cash Based transfer programming and reporting.

Qualifications & Experience Required:


Education: University degree in Information Management, information systems, or related field or a First level. University degree in any of these fields combined with three additional years.


Experience Knowledge & Skills:
• At least 5 years of progressively responsible professional experience in data science.
• Demonstrated interest and/or experience in humanitarian and development work.
• Specific experience in the design, set-up, and implementation of data systems.
• Proven capacity to support data and digital strategies in complex operational
environments.
• MS package and knowledge in database management.


Languages: Fluency in both oral and written communication in English and Arabic.
