Purpose for the Post
Main Duties and Responsibilities
Workforce planning
- Coordinate the forecasting and workforce planning activities with relevant Divisions and Management Accounting Services.
- Collaborate with leadership to understand workforce needs and align recruitment strategies accordingly.
- Identify and guide Divisions on the most appropriate staffing mechanism.
- Address the longer-term staffing strategy including succession planning for critical and senior level posts.
- Coordinate on the Organization structure and classification for recruitment purposes.
Outreach
- Design and implement sourcing strategies to attract diverse and highly skilled candidates
- Devise social media strategy including communication materials to promote visibility and engagement.
- Identify and liaise with external partners for global outreach with a particular focus on geographical diversity and gender balance at senior levels.
- Ensure positive employer identity and interaction experience at application and during the recruitment process.
Recruitment and Selection
- Oversee and responsible for the end-to-end recruitment and selection activities and processes for all categories of staff and non-staff members.
- Develop SLAs and ensure completion of all activities ensuring quality of service within recommended guidelines and timelines.
- Responsible for provision of post recruitment feedback mindful of staff development and engagement and positive employer identity.
- Oversee and verify the completion of all pre-appointment formalities and appointment documents.
- Facilitate preparation of appointment letters, requests for visas.
- Coordinate and devise suitable assessments for staff selection purposes.
- Provide expertise and guidance on all matters relating to recruitment, staff selection and mobility including diversity considerations.
- Oversee the engagement of Consultants and temporary employees including efficient contract management and timely audits and payments.
- Oversee the liaison with Member States for the engagement of Junior and Senior Professional Officers and with employment agencies for short term employees.
- Ensure a data driven recruitment process for informed decision making.
General
- Manage, guide and develop the team and be accountable for service delivery to the highest standards.
- Coordinate the work of WPR with other functional areas within Human Resources for seamless delivery of HR services.
- Keep abreast of the latest developments, identify best practices, benchmarking, knowledge-sharing and learning opportunities, and propose and implement new developments at IMO.
- Identity and coordinate on the most appropriate tools and systems to support the work with an aim towards complete automation and efficiency.
- Plan activities against budget and monitor effective utilization of the resources.
- Advise and update the Head, Human Resources Services on all relevant matters under their purview.
- Perform other duties and replace other staff as may be required.

Professional Experience
- A minimum of seven years of progressively responsible experience in workforce planning, recruitment and selection is essential.
- Work experience in a multilateral/international organisation, experience within the UN common system will be an advantage.
- Demonstrated experience in providing recruitment feedback and managing a diverse team is required.
Education
Professional certifications in the administration of assessments/testing is an advantage.

Proven supervisory capabilities, with experience in providing guidance, mentoring, and support to teams, fostering a collaborative work environment, and ensuring the effective delivery of organizational objectives in line with established standards and policies is essential.
Proven track record in developing and implementing policies, with the ability to adapt effectively to new situations and emerging challenges.
Proficiency in MS Office applications.
