We been operating in Somalia since 1995. The Somalia Country Office (SOCO) manages and coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, and security and justice. Located in Mogadishu, SOCO works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes.
The “Somalia - Horn of Africa Infrastructure Integration Project” (SHIIP), funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in the Horn of Africa and improving access to seaports, facilitation of domestic and regional trade and economic integration, and road safety. The Somalia component of the Horn of Africa initiative (HoA Initiative), named “Somalia-Horn of Africa Infrastructure Integration Project (SHIIP)”, is aligned with Somalia's National Development Plan and aims to enhance regional connectivity and resilience through strategic infrastructure development. The project's overarching goal is to foster economic growth and strengthen governance by preparing a spatially coordinated investment pipeline of economic corridor projects and enhancing the federal government's management of selected sectors.
This assignment involves the preparation of a Feasibility Study and Detailed Engineering Design for three critical road segments in Somaliland, Somalia. The project supports the development of key economic corridors and connectivity roads to enhance regional integration, promote trade, and enable future investments in road rehabilitation and construction. The study will inform decision-making for future infrastructure upgrades, ensuring technical, environmental, social, and economic viability
Stakeholder Coordination
Facilitate collaboration among project stakeholders, including State Government institutions, municipalities, PCU and local communities, to ensure smooth implementation of project activities by contractors.
Data Collection Supervision
Supervise the data collection team in their day today activities.
Receive guidance from the Design team for daily supervision of data collection activities
Support to Design Teams
Assist Design teams, including material testing staff, surveyors, and work inspectors, in performing their duties effectively.
Organize the collection of material samples for laboratory testing and oversee the testing under the supervision of the Material Engineer.
Project Safeguard Implementation
Support the PIU team in implementing and monitoring environmental and social management plans and other project safeguard instruments.
Quality Control and Monitoring
Conduct daily monitoring and verification of the quality of works performed by consultants
Measure completed work quantities to assist in the payment certification process.
Field Staff Management
Assist in managing field staff under the guidance of the Project Manager
This role reports to the line manager.
Key competenciesEducation
Bachelor’s degree in Civil engineering (or similar discipline) is required.
Experience
Minimum of 4 years of experience in civil engineering projects including construction supervision experience.
Roads engineering experience is desirable.
Language
Excellent command of Somali and English language (oral and written) is required.
The role does not have team management.
