ACCOUNTABILITIES/RESPONSIBILITIES:Under the direct supervision of the Head of Emergency Preparedness and Response Unit, and in close collaboration with the RB Programme team and CO Programme, VAM, EPR, IT, and Social Protection colleagues and WFP Headquarters, the consultant will ensure an integrated approach for the implementation of the whole project, in alignment with WFP commitments to the Donor, in respect of the COs proposed approaches and ensuring the most effective use of the available budget.Specifically:1. Develop, coordinate, evaluate and document the implementation of the Southern Africa Regional ECHO Urban Preparedness Programme Phase II, in an integrated and holistic manner. This includes developing and updating a Regional Project workplan, monitoring and analyzing programme development and tracking multi-country progress through work-plan and interim reporting;2. Coordinate the RBJ interdisciplinary team (VAM, EPR, CBT, Social Protection) and CO teams and their contributions in informing the process of designing of Urban Preparedness and Response initiatives. Lead country coordination/planning meetings at Regional or Country level as needed;3. Coordinate works and contributions from implementing partners, including liaising with COs, planning of activities, engagement with Governments, participation in multilateral events, evidence generation and knowledge sharing, narrative and financial reporting;4. In collaboration with VAM facilitate country level urban analysis, review relevant documents and reports from Country offices, the donor, key stakeholder and knowledge partners and coordinate development of assessment reports and ECHO donor reports;5. Provide strategic directions on WFP strategic positioning and engagement in working in urban areas, specifically, through international engagements, and liaise with HQ Urban, EPR, SSTC, CCS, and other relevant units for coordination and dissemination.6. Liaise with VAM to provide technical, programme and strategic guidance to Country Offices in the formulation of strategies, and in the design and implementation of Urban methodologies, including targeting, building a policy dialogue on Urban preparedness with host governments and their development partners.7. Coordinating with partners, donor, COs and Governments the deployment of the Crisis Modifier through CBT assistance as a response to an urban crisis;8. Provide direct support to the SADC DRR Unit in the strategic planning and implementation of the Regional Pillar (Result 4), to increase access to evidence-based country good practices, solutions and lessons learned on urban vulnerability and preparedness, in close collaboration with JIPT.
9. Provide oversight on the project’s implementation monitoring in collaboration with RBJ M&E.10. Guide the strategic design of the CCS approach and methodologies, to build capacity of Country Offices and Governments in the area of Urban programming through enhancing understanding of Urban context, key concepts, strengthening use of analysis to inform strategy;11. Liaise with relevant parties and stakeholders including (but not limited to) SADC, RIASCO, national ministries, Regional and National CWGs, FSNWGs, UN agencies, NGOs, Civil society, Universities, Private sector etc.), ensuring that NDMAs and other governments stakeholders in each country are informed at all times and partaking in the process and activities;12. Research, analyze and presents information gathered from existing urban planning documents, publications and tools to guide and facilitate planning processes and toguarantee quality implementation of urban preparedness programmes at regional and country levels.13. Together with the VAM Targeting Officer and Social Protection Officer, explore linkages to shock responsive national social protection systems as an element of emergency preparedness in urban contexts. Develop guidelines based on the experience of the selected countries’ Urban Preparedness and response development which can be used by other COs in the region and to inform HQ.14. Lead the transition of urban preparedness work from a project-specific focus toward a more institutionalized and programmatic approach, ensuring the integration of urban preparedness into broader EPR frameworks and positioning the RBJ Urban Team as a strategic support cell. This includes facilitating the uptake of HQ-generated evidence, frameworks and methodologies, and contextualizing them for operational use across regions, especially by enhancing internal knowledge transfer, systematization of best practices, and strategic positioning in WFP global urban discourse.- As a result, the coordinator will ensure concerted contributions by COs, Partners and colleagues in the RB towards a comprehensive reporting to the donor, according to the commitments outlined in the e-Single Form.- The coordinator will lead and supervise the Urban Team, providing strategic guidance, dealing with all administrative and HR management protocols.Key Activities of the regional Urban Preparedness Action II, the Regional Coordinator will coordinate and provide strategic guidance, include:- Enhancing Urban Readiness for a rapid and effective humanitarian response, in alignment with existing AA coordination structures.- Strengthening the Urban Multidimensional Vulnerability and Risk Assessment Methodologies, using innovative technologies, factoring weather forecasts and expected impacts.- Facilitating Coordination and Harmonization of Approaches among governments, WFP and Docusign Envelope ID: 7DE7BF94-D5AB-40CA-A8C4-BE04ACC92549
partners for the Registration and Targeting Of Urban Populations for CBT assistance.- Ensuring COs and partners will conduct rigorous field testing of tools across different contexts in the region;- Triangulating partners, donor, government and COs’ inputs for the deployment of a Crisis Modifier to be delivered through CBT assistance in the occurrence of an urban crisis;- Facilitating peer learning and knowledge sharing on urban vulnerability, preparedness, logistics and prepositioning in the region through South-South and Triangular Cooperation in collaboration with SADC.- Managing Programmatic Partnerships with Implementing Partners and Complementary Partners, from the strategic, programmatic and administrative point of view.- Guiding CCS and SSTC approaches and methodologies, in alignment with the corporate policies and procedures;- Mainstreaming cross-functional collaboration among all involved RB Units, including IT, Social Protection, CBT, VAM, EGB, Supply Chain, CAM.- Liaising With HQ On Aligning Methodologies to the corporate frameworks, specifically on the EPR, IT, CCS and SSTC components.- Keeping a steady line of the communication with the Donor, as well as the Implementing / Complementary Partners, and BRU WFP Office for reporting and budget monitoring.
