OBJECTIVES OF THE PROGRAMME

• Strengthen and guide health systems to address the prevention, early detection, and appropriate management of communicable and non-communicable diseases and comorbidities through people-centered primary health care and community engagement to increase universal health coverage.• Contribute to the reduction of risk factors for communicable and non-communicable diseases, as well as the underlying social determinants, by supporting the development of strategies and interventions that promote health-friendly environments, in line with intersectoral action plans related to different health programs.• Strengthen institutional capacity to develop health promotion policies and implement appropriate programs and provide an effective response to the prevention and control of public health events.• Strengthen quantitative and qualitative research on health promotion, determinants of health, intersectoral action for health, and health in all policies; document experiences and best practices and disseminate results.• Promote and coordinate the implementation of health promotion interventions in the health sector and related sectors, to address the underlying factors affecting population health, applying the "Health in All Policies" health promotion approach, disease-specific promotional activities, intersectoral action strategies, health education interventions, etc.• Strengthen partnerships between health, development and other partners to promote healthy environments, particularly healthy cities, healthy schools, healthy communities, etc. Promote multisectoral collaboration with partners to support the development or implementation by the country of strategic actions for health promotion, disease prevention, and response to emergencies and public health problems.• Provide technical support to the government to improve its performance in areas of national priorities of the "Healthier Population": road safety, tobacco control and reduction of other risk factors for chronic and non-communicable diseases; etc.

DESCRIPTION OF DUTIES

The incumbent will: Develop and maintain good and regular working relationships with relevant national and state authorities and other stakeholders to promote health promotion through policies, strategies, legislation, regulations, fiscal and administrative interventions related to health and safety, prevention and control of communicable and non-communicable diseases. Collaborate and support the country in the development and implementation of multisectoral national plans for the prevention and control of communicable and non-communicable diseases; Provide advice on the development/review of national health promotion policies, programs and structures. Collaborate in the development, implementation and evaluation of national strategies, policies and plans for health promotion and "Healthier Health" programmes with national authorities and multi-stakeholder partners. Contribute to the strengthening of technical support to the government in reducing risk factors for non-communicable diseases and underlying social determinants, through the creation of health-friendly environments, the implementation of relevant strategies and interventions in the national multisectoral action plan. Provide technical advice and technical support to the government, in line with the guidance of WHO Angola's Senior Management to strengthen health promotion capacity, as well as the prevention, early detection, and appropriate management of community-based interventions for communicable and non-communicable diseases. Promote health in all policies and provide technical support for the development of healthy cities, other healthy environments, and the promotion of healthy eating and physical activity. Support priority health programs to strengthen community engagement, social mobilization, behavior change communication, and support multisectoral actions to address health inequalities; Increase individual, community and social participation in health action through accountability. Provide technical support for the application of methods such as health education, communication for behavior change, health education, social mobilization, and advocacy in health programs. Provide technical support for the development of guidelines to promote the use of community-based approaches, strategies and affordable technologies for the delivery of quality services, in particular primary and secondary prevention, including health promotion in disease management.9. Create and/or strengthen partnerships and networks to strengthen multidisciplinary and multisectoralcollaboration in the fight against communicable and non-communicable diseasesand their risk factors in thecountry; Support the collection of disaggregated data, quantitative and qualitative research and the dissemination of information and its use for policy and programme development, advocacy and awareness raising on public health emergency events, outbreaks, chronic and non-communicable diseases and their risk factors; 10. Perform any other duties assigned to him by the WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health, public health, social sciencesor a related field from a recognized university such as health education, health communication, sociology / medical anthropology, teaching, population studies with a good knowledge of theory and the practice of health promotion, determinants of health and / or training in epidemiology or social epidemiology.
Desirable: Knowledge or qualification in health-related disciplines, editorial skills, implementation of multi-sectoral interventions, policy-making skills.

Experience

Essential: At leastone year of experience in public health and disease control program management, working with national/international organizations involved in health promotion and healthier population, public health, or development.
Desirable: Experience in planning, implementing, monitoring and evaluating large disease control programs, and experience with the United Nations or international non-governmental organizations

Skills

• In-depth knowledge of policies, strategies and guidelines in the field of public health, communicable and non-communicable diseases, including neglected tropical diseases, as well as WHO guidance on risk communication and community engagement. Risk factors for Chronic and Non-Communicable Diseases (NCDs) also include the prevention of visual and hearing disorders and the application of mobile health, with a good understanding of the country's needs and priorities.•Good knowledge of communicable disease outbreak prevention and health protection through community engagement and multi-stakeholder actions. • Strong analytical skills and literacy of the country's socio-political, economic and political environment • Strong capacityfor evidence-based technical and policy advice. REMUNERATION

Remuneration comprises an annual base salary starting at USD 70,290 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
