What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The purpose of this job is to plan, design, and implement electrical engineering projects within the scope of the ICRC’s WatHab program in TYR sub delegation.

S/he manages medium sized electrical projects and ensures their successful delivery within the constraints of scope, quality, time and budget. S/he carries out needs assessments and surveys, prepares, designs, procures, implements and commissions identified projects. S/he negotiates with local authorities and stakeholders regarding project execution, supervises project implementation, and liaises with support departments to manage logistics and financial processes. S/he manages relationships with the various stakeholders involved. S/he manages project resources and ensures project reporting.

Accountabilities & functional responsibilities

Assessment and Planning

  • Carries out field assessments focused on technical, social and institutional aspects.
  • Collects and analyses all the information and data necessary to prepare comprehensive assessment reports.

Project Design and Management

  • Develops structured concepts of intervention to address needs and writes comprehensive project proposals.
  • Establishes implementation methodologies that align with project management policies and guidelines.
  • Performs detailed calculations and prepares technical designs.
  • Prepares tender and contractual documents in close collaboration with Logistics.
  • Manages contractual relations with contractors in accordance with ICRC rules and regulations.
  • Supervises project implementation and ensures compliance with project documents, ICRC standards and local building codes/standards.
  • Maintains an overview of project progress and benefits while ensuring effective communication of any changes in scope, timeline, or budget.

Project Monitoring, Evaluation and Reporting

  • Monitors and evaluates projects as per agreed monitoring strategy independently, reports challenges and proposes proactively corrective measures.
  • Maintains precise financial follow-up and ensures timely financial forecasting on project level.

Contacts and Networking 

  • Develops and maintains contacts with relevant interlocutors (e.g. EDL, water establishment, municipalities, etc.)

Certifications / Education required

  • Bachelor’s degree in Electrical Engineering, Electro-Mechanical or Mechanical Engineering 

Professional experience required

  • Minimum 6 years of professional experience in Electricity/ Energy/ Electro-Mechanical Project Management including managing consultants, contractors and administering contracts.

What we offer

  • Salary Package: 2’927 – 4’275 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
  • Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Type of contract: Fixed Term, 1year (Renewable based on performance and need for position).
  • Activity rate: 100%
