INTRODUCTION
The Caribbean Development Bank (CDB) seeks a Senior Accounts Clerk to join the Finance Department. The successful candidate will be based at CDB’s headquarters in St. Michael, Barbados.
THE FINANCE DEPARMENT
The Finance Department is responsible for safeguarding the Bank’s financial position through effective planning and management of its financing, investing, general accounting, budgeting, internal controls, cash flow analysis, financial analysis, and reporting functions. The Department also develops and administers financial policies and procedures, strengthens the Bank’s infrastructure and capacity to mobilise resources in support of its development agenda, and provides oversight of corporate procurement and insurance.
THE ROLE
Reporting to the Accounting Assistant, the Senior Accounts Clerk is responsible for executing complex accounting assignments that safeguard the accuracy and reliability of financial information. The role contributes directly to the strengthening of financial controls and the delivery of high-quality reporting within the unit, while also supporting the department’s wider mandate across the bank. In addition to core accounting duties, the position requires a proactive role in identifying opportunities for efficiency, advancing workflow improvements, and applying innovative practices that reinforce the unit’s effectiveness.
KEY RESPONSIBILITIES
The Senior Accounts Clerk will be required to:
- Contribute to the ongoing improvement of accounting workflows by assessing processes, implementing practical enhancements and leveraging innovative approaches to strengthen accuracy, timeliness and overall efficiency in financial operations.
- Liaise with the direct supervisor and other relevant stakeholders within and outside the Department to ensure timely processing of financial documents and adherence to service-level expectations.
- Review the work of other team members for accuracy and completeness, providing constructive feedback as needed.
- Review and validate all financial documentation for authenticity, accuracy, and compliance, including contracts, loan agreements, suppliers’ invoices, travel orders, expenses, disbursement claims, and investment trades.
- Ensure completeness of supporting documentation for all transactions in alignment with internal policies and procedures.
- Reconcile transactions, accounts, and sub-ledgers against internal systems and external confirmations, including but not limited to loans and grants, borrowings, fixed assets, receivables, supplier statements, and bank accounts.
- Process payments through SWIFT and other systems or by cheque/cash, ensuring adherence to established controls.
- Prepare billing for loans and staff receivables and ensure accurate recording of all related entries.
- Verify compliance with internal controls (i.e. authorisation, verification, and approval) before transaction processing.
- Accurately code transactions using the Bank’s Chart of Accounts for entry into relevant accounting systems.
- Input and maintain records in accounting sub-systems (Loans Management, Treasury Management, Travel Management) as well as reconciliation with the General Ledger.
- Prepare closing and adjusting journal entries in compliance with IFRS to support monthly, quarterly, and year-end reporting.
- Maintain accurate records within the Fixed Asset Management System, including additions, disposals, and adjustments, ensuring compliance with accounting standards.
- Develop schedules to support financial statements, management reporting, and presentations for the Board. Prepare accounting memoranda as necessary.
- Maintain a well-organized and accessible filing system for efficient document retrieval.
- Prepare or assist with donor claims, financial reports, and designated management reports.
- Provide support in supervising the Unit during the absence of the Accounting Assistant and assist during peak workload periods, namely month-end close.
- Demonstrate the ability to appropriately manage time and meet deadlines as established.
EDUCATION AND EXPERIENCE
The successful candidate shall have:

- A Bachelor's degree in Accounting, Finance, or a related discipline.
- At least 3 years of progressive accounting experience, preferably in financial services, banking, or a similar institutional environment.
- Demonstrated experience in reconciliations, journal processing, financial reporting, and use of accounting systems.
- Knowledge of double-entry accounting practices, with the ability to interpret transactions and assess their impact on the General Ledger.
The following are considered assets:
- Completion or active enrollment in a recognized professional accounting designation (e.g., ACCA, CPA etc.) with at least Level 2 successfully completed.
- Experience in contributing to process improvement initiatives.

- Ensuring timeliness and completeness of accounting inputs to uphold data integrity.
- Utilising Microsoft Office Suite, especially Excel, for analysis and reporting.
- Utilising analytical tools such as Power BI or equivalent to support the unit’s transition toward enhanced data analytics.
- Openness to innovative practices in accounting and reporting workflows.

TERMS OF APPOINTMENT
This role is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal. The salary is competitive and commensurate with qualifications and experience. The salary scale for this Grade 14 role starts at USD30,672 per annum net of taxes. The benefits package includes a pension plan, life and medical insurances.
