Job Specific Context
UNOPS has signed a Financial Agreement with the Division of Administration (DOA) - Information and Communication Technology Service (ICTS) which provides data and reporting services to UNOG and its Clients developing and maintaining data gathering and analytics tools to support decision making and process streamlining for both sub-stative and administrative programmes.
The Product Management Unit at ICTS is responsible for delivering innovative, best-in-class IT products and integrated solutions to the United Nations.
Role Purpose
The result of the work of the ICT Senior Officer – Data Architect and Developer impacts directly on delivery of services that satisfy the requirements of the UN Office at Geneva (UNOG). It will also ensure proper processes and methodologies are followed and implemented according to the latest industry standards. The incumbent is responsible for ensuring activities for all UNOG stakeholders are in line with the overall business targets and UN policies, rules and regulations.
Functions / Key Results Expected
The ICT Senior Officer – Data Architect and Developer will be responsible for the following duties:

Functional Responsibilities:
Business and Systems Analysis
Implements and monitors projects involving feasibility studies, data and systems analysis improvement.
Provides assistance to clients, analyzing clients’ requirements and support in translating these into new data and analytics products; determines systems integration and linkage issues.
Analyzes and evaluates new technologies and makes suggestions to supervisors for their deployment.
Contribute to the development of detailed systems and other functional specifications and user documentation for major systems.
Development and Quality Assurance Support
Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
Develops data models/databases, data warehouses and tools to integrate and store data from several sources. Support in designing and implementing ETL processes.
Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
Ensures appropriate data security and access controls considering both local and wide area issues.
Creates visualizations and reports for requested projects using different Business Intelligence and reporting tools.
Documentation, Training, Maintenance and Support
Develops training materials, operating and user manuals; trains staff in assigned systems consolidates disaster recovery plans and ensures appropriate planning and training of those responsible.
Other tasks and responsibilities relevant to the scope of work as assigned.
Perform other duties as may be reasonably required and in line with the incumbent’s scope of services above.

Required
- A first level university degree (Bachelor's degree or equivalent) preferably in Computer Science, Engineering or in a field related to the post description with 4 years of relevant experience OR
- An Advanced university degree (Master’s degree or equivalent) preferably in Computer Science, Engineering or in a field related to the post description with 2 years of relevant experience is required experience is required.
Desired
- ITIL certification is desirable
- PRINCE2 certification is desirable
Experience Requirements
Required
Relevant experience is defined as work experience in database design, development and maintenance with MS SQL Server, MongoDB, MySQL or PostgreSQL.
Experience in ETL design and development.
Experience on one or more visualization tools (i.e. Power BI, Qlik, Tableau, etc.)
Desired:
Experience in data warehouse design
Experience in .Net, and/or Python development
Experience using APIs for data extraction
Experience in Cloud computing (AI/ML, Data Solutions, DevOps, Azure, AWS, etc.)
