SHORT TERM CONSULTANCY (STC) â DIGITAL HEALTH COORDINATION SUPPORT
1.Purpose of the consultancy
Under the guidance of the Coordinator of Health Systems Development of WHO Country Office for Cambodia, provide support to the Department of Digital Health of the Ministry of Health (MoH) of Cambodia as outlined by the Terms of Reference of the National Digital Health Steering Committee.
2.Background
The health information system of Cambodia is fragmented, and the digital health landscape of Cambodia is developing rapidly with many new initiatives being planned and under development. In line with these efforts, Cambodia is finalizing its National Digital Health Strategy and is also planning to develop a digital health enterprise architecture blueprint and a five-year costed action plan to guide its digital health transformation efforts. Leading this effort is the Department of Digital Health (DDH), which was established in 2023 to coordinate the digital transformation. This newly established departments needs to be strengthened to effectively lead coordination and manage the digital transformation effort within the health sector, including implementation of the digital health strategy and digital health enterprise architecture. Hence, WHO is looking to hire a local consultant to provide coordination support to DDH to facilitate the effective management of the digital transformation for the MoH.
3.Specific Objectives
·Support DDH in routine coordination to facilitate the effective management of the digital transformation.

End date : 31 Mar 2026

5.Deliverables
Output 1:Support preparation, implementation and documentation of the digital health activities planned under the innovation top-up grant managed by WHO:
Deliverable 1.1: Provide administrative and logistical support to DDH to prepare for and implement activities under the innovation top-up grant managed by WHO including the development and submission of budgets, invitation letters, other administrative forms.
Deliverable 1.2: Assist the DDH to prepare technical and financial documentation for activities under the innovation top-up grant managed by WHO, ensuring accuracy, completeness, and timeliness. Support the DDH to develop or adapt of templates, providing guidance on financial documentation needed, and tracking submission of documents.
Deliverable 1.3: Ensure that all financial transactions and processes comply with WHO guidelines, financial policies, and relevant government regulations.
Deliverable 1.4: Assist in collecting, organizing, and maintaining supporting documents required from the MoH/DDH for WHO reporting and audit purposes.
Output 2: Support coordination and administrative knowledge management for greater digital health coordination
Deliverable 2.1: Provide coordination support for the DDH such as taking note of action items during meetings, maintaining activity trackers to support partner and activity management, and to support DDH to conduct internal follow up to ensure smooth implementation of innovation top-up grant activities.
Deliverable 2.2: Ensure that all files (administrative, financial and technical) related to the innovation top-up grant managed by WHO are clearly organized on the DDH identified administrative knowledge management platform, as well as on the WHO SharePoint
Deliverable 2.3: Support effective communication and alignment of priorities, timelines, and deliverables among all stakeholders involved.
Output 3: Participation in HSD team activities and reporting
Deliverable 3.1: Report weekly to the HSD coordinator on activities conducted (weekly updates)
Deliverable 3.2: Participate in internal meetings upon request
Deliverable 3.3: Prepare a monthly activity report
6.Qualifications, experience, skills and languages
Educational qualifications
Essential:First university degree (bachelorâs degree) in business administration or in a related field
Experience
Essential:
Minimum two years' work experience in project management, business administration.
Experience in assisting coordination and stakeholder engagement at national level.
Desirable: Experience in working with an international organization.
Skills/Knowledge
Expertise in project administration and finance
Strong reporting and communication skills
Knowledge in IT project management
Languages and level required (Basic/Intermediate/Expert):
Essential:Advance written and spoken fluency in English and Khmer is essential
Desirable:Proficiency in other local languages in Cambodia.
