About the Country/Multi-Country Office

Since opening in 2019, the UNOPS Austria Multi-Country Office (AUMCO) in Vienna has served as a hub for operations across 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. AUMCO delivers technical expertise, operational support, and sustainable infrastructure solutions for governments, donors, and international financial institutions. Flagship initiatives include Blueing the Black Sea—a GEF and World Bank partnership to reduce pollution and promote sustainable development—and Türkiye’s post-earthquake recovery programme, enhancing protective services for women and children. In Albania, projects revitalise cultural heritage and advance digital justice, while in Kosovo, new university infrastructure supports higher education. In Georgia, AUMCO facilitates the Eastern Partnership European School and strengthens rule of law and digital health access. Across Central Asia, activities range from health system strengthening in Uzbekistan to hazardous waste management in Tajikistan. AUMCO also supports UNOPS’ global Water, Environment, and Climate portfolio, reinforcing its role as a regional and thematic centre of excellence.

About the Project Office

Since establishing its presence in Tashkent in 2023, UNOPS has been supporting healthcare infrastructure and service delivery across Uzbekistan. Key initiatives include: - COVID-19 Emergency Response – Strengthening resilience to pandemics by upgrading over 150 Sanitary-Epidemiological Committee facilities. The project delivers infrastructure improvements, diagnostic equipment, an ICT-based national epidemiological surveillance system, and expanded patient treatment capacity. - Oncology Services Development – Enhancing access to quality cancer care by equipping 14 regional hospitals with advanced medical, diagnostic, radiological, and ICT tools, establishing a national cancer registry, and providing capacity building for medical staff. - Hospital Infrastructure Design in Kashkadarya – Supporting healthcare reform through feasibility studies, site investigations, and technical designs for new hospitals in Karshi and Beshkent, aligned with national and international standards. Through these efforts, UNOPS is helping Uzbekistan strengthen its health systems and improve the quality of care for its citizens.

Job Specific Context

Austria Multi-Country Office (AUMCO)

The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Specifically, AUMCO aims to enable the achievement of Agenda 2030 and the Paris Agreement through global programmes and tailored interventions in the Balkans, South Caucasus, and Central Asia, focused on Infrastructure, Procurement, Project Management (full service, back on track), HR and Transactional Services, Grants Management and Technical and Advisory Services. 

Uzbekistan Office

Under the purview of AUMCO, the UNOPS Uzbekistan Office, established in Tashkent in October 2022 supports the Government of Uzbekistan’s development efforts in the country, through the provision of effective project management, infrastructure and procurement services. At present, the office has signed and has been implementing three engagements contributing to SGD3 (Good Health and Wellbeing), while actively working with the Government of Uzbekistan and development partners in diversifying its portfolio in line with the country’s development priorities including education.

Languages

Role Purpose

The purpose of this role is to ensure the effective, timely, and compliant execution of logistics and supply chain operations for UNOPS projects in Uzbekistan, with a particular focus on the importation, transportation, storage, installation, and distribution of medical equipment. The role supports the design and implementation of robust logistics management systems, facilitates coordination among suppliers, government authorities, and end-users, and ensures adherence to UNOPS Financial Regulations and Rules, procurement policies, and national regulatory requirements. Through proactive monitoring, stakeholder engagement, and risk management, the role contributes to the successful delivery of project outputs, operational efficiency, and the achievement of project objectives while promoting best practices and continuous improvement in logistics and procurement operations.


Functions / Key Results Expected

  • Execute the logistics and supply chain operations ensuring compliance with UNOPS Financial Regulations and Rules, Procurement Manual, and other applicable prescriptive content documents;

  • Provide support in the design, planning, and implementation of an appropriate logistics management system for handling the in-country logistical operations for the UNOPS projects in Uzbekistan, including, but not limited to, development of rosters of local service providers and establishment of LTAs and BPAs, as necessary, for customs clearances, storage and transportation of medical equipment throughout the country, etc.

  • Under the overall guidance of the Procurement Senior Manager, liaise with the suppliers and beneficiaries to ensure the development of an appropriate transportation, storage, distribution, and installation plan for each contract;

  • Develop a monitoring tool for all the logistics activities and keep it up-to-date at all times; monitor the progress of all the shipments per the relevant contracts; keep all the relevant stakeholders updated about the procured items’ status from the time of order until it is delivered and installed at final destinations; maintain all the logistics-related documents and files; 

  • Liaise with suppliers and ensure timely submission of applications for the registration of medical equipment at the relevant National Regulatory Authorities of the Republic of Uzbekistan;

  • Liaise and coordinate with suppliers, freight forwarders, and different government offices to ensure efficient and effective customs clearance processes for all imported goods;

  • Liaise and coordinate with suppliers and end-users to ensure timely transportation of the equipment to the designated locations, including loading and unloading activities; ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance policies, etc.;

  • Liaise and coordinate with suppliers and end-users to ensure timely completion of installation and end-user training activities at the final destinations; 

  • Keep the direct supervisor informed of the work progress and any risks or issues as they arise;

  • Monitor the performance of the suppliers and provide inputs for supplier performance  reports;

  • Follow-up on end-users' possible complaints regarding the quality of the goods at reception time and report timely to the responsible Procurement Officer(s) for follow-up;

  • Travel to the regions within Uzbekistan to support the projects’ operations, as necessary;  

  • Conduct trainings for colleagues and other project stakeholders on logistics-related processes and procedures.

  • Assist in the preparation and synthesis of lessons learned and best practices in logistics as well as procurement.

  • Perform other related duties as may be assigned.

Education Requirements

  • High School Diploma or equivalent (required).

  • Master’s Degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, or any other related areas (desirable). 

  • Bachelor’s Degree in Procurement and/or Supply Chain Management, Law, Commerce, Business Administration, or any other related areas (desirable).

Experience Requirements

  • Minimum of seven (7) years of relevant experience in providing procurement and logistics support services in national and/or international public or corporate organizations.

  • Knowledge of computers and office software packages (MS office and G-suite) and experience in handling web-based management systems (required).

  • Previous experience with UNOPS/UN rules and regulations (desirable).
