Overview of positionAn organization-wide Level 3 (L3) emergency was declared on 21 October 2023 for an initial six- month period and subsequently extended for an additional six months in response to the unprecedented crisis in the State of Palestine, with a particular focus on the Gaza Strip.
Since then, our Client has been leading an extensive humanitarian response to address the rapidly escalating needs of vulnerable populations in Gaza. The response prioritizes the delivery of essential, life-saving services including education, water and sanitation, health, nutrition, and child protection to ensure that children and families receive the critical support they urgently require.
Within this context, the Monitoring Consultant will play a vital role in supporting our Client's team in Gaza. The consultant will be responsible for monitoring programme activities, consolidating and validating data from partners, conducting analysis, and contributing to high-quality reporting. This position is essential for strengthening evidence-based programming and enhancing accountability across the entire our Client's response.
Our client, together with its implementing partners, continues to scale up the response to the urgent needs of populations affected by the war in Gaza. The Monitoring Consultant will play a pivotal role in overseeing the end-to-end flow of supplies to beneficiaries, monitoring the quality of service delivery, and ensuring the accuracy and completeness of field data. This role is critical for generating timely and actionable analysis to guide programme decision-making. By identifying gaps, preventing duplication, informing strategic targeting and advocacy, and strengthening accountability to affected people, the consultant will significantly enhance the effectiveness and integrity of our Client's overall response.
Under the overall supervision of Information Management Officers, the consultant will discharge the following key assignments:
Design and maintain monitoring tools (if needed):
Support the refinement and roll-out of onsite field monitoring tools (forms, checklists and Kobo/eTools/InForm instruments) for distributions and ad-hoc interventions.
Ensure tools are harmonized across sectors (CP, WASH, Health, Education, Social Policy, etc.) and aligned with cluster/our Client's indicators.
Plan and coordinate onsite field visits:
Develop and regularly update a field monitoring plan (by governorate, partner and intervention type) to ensure systematic coverage of distribution points and ad-hoc interventions in the north and south.
Coordinate closely with programme sections, Extenders, TBM and implementing partners to schedule visits and avoid overlap
Lead and support implementation of onsite monitoring tools:
Roll out and continuously refine standard onsite monitoring tools (paper or digital) under the supervision of the our Client's team.
Ensure key elements such as targeting, PSEA, AAP, gender inclusion, and distribution quality are consistently captured during every visit.
Provide hands-on guidance and training to field monitors and Extenders for accurate, consistent tool usage in the field.
Conduct and supervise field monitoring missions:
Conduct onsite field monitoring visits and document all findings, including clear recommendations.
Observe crowd management, queuing systems, registration practices and actual distribution processes, documenting good practices and bottlenecks.
Conduct short qualitative interviews with beneficiaries and frontline staff to capture perceptions, satisfaction and protection concerns.
Ensure real-time data capture and quality control from field visits:
Review all submitted monitoring forms for completeness, accuracy, and consistency, providing rapid feedback where corrections or clarifications are required.
Ensure correct use of site identifiers, partner names, NFI categories, and other critical metadata to enable reliable deduplication and comparative analysis.
Analyze onsite monitoring findings and reporting:
Analyze onsite monitoring data and produce concise, evidence-based reports highlighting key results, gaps, duplication risks, and programme improvement recommendations.
Prepare periodic field monitoring briefs including maps, charts, and short narratives summarizing findings from onsite visits.
Integrate field monitoring evidence into existing dashboards (e.g., Power BI) and contribute to internal reporting and situational updates.
Key deliverables include but are not limited to:
Onsite field monitoring plan:
Consolidated monitoring plan (by governorate, partner, intervention type) covering prioritized sites in the north and south.
Cleaned and consolidated monitoring database:
Regularly updated dataset of onsite visits, including deduplication flags and key indicators (PSEA, AAP, inclusion, registration, etc.).
Reporting and briefings:
Urgent Needs and Challenges Report: Immediate reporting of any urgent needs or challenges to the supervisor for timely action.
Submit a comprehensive Bi-weekly/Monthly report as per the agreed template, highlighting key achievements, challenges, and a plan for the upcoming month.
Dashboards and visualizations:
Monthly Dashboards and Charts: Develop and update data visualization tools, such as dashboards and charts, to present achievements and challenges effectively for our Client.
Data Analysis Report: Develop ad-hoc analysis and reports highlighting trends, gaps, and areas for improvement based on the collected data when requested.
Capacity building:
Training Sessions: Conduct training sessions for our Client staff on data collection tools, reporting templates, and best practices.
Development of quick reference guides or tip-sheets for field teams.
The consultant will be required to provide frequent and adhoc reports as per the request of the supervisor.
