The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

 

The Health Field Officer contributes to implementing, running and monitoring the health program(s), in cooperation with the Aljunaina (ALJ)  health team, according to the objectives set out in the delegation’s annual planning (PfR), for field health activities in darfur aria of responsibility (AoR)

  • Health Delegate 

 

Accountabilities & functional responsibilities

  • Implements health programs in the Darfur area or field of responsibility/expertise
  • Conducts assessments and regular field visits (as relevant) to monitor activities and health -related threats to the population
  • Facilitates and join field trips (as relevant) and helps communicate with the local population / beneficiaries
  • Ensures proper management of information collected and produces the subsequent reports.
  • Participates in analysis of and reflection on the overall health situation; contributes to realistic project proposals in line with the delegation’s objectives and priorities.
  • Helps organize meetings; advises staff members on matters such as culture, politics, security, etc.
  • Interprets at meetings and translates documents into local languages.
  • Carries out logistical tasks regarding medical items and organizes distributions to beneficiaries in the field when required.
  • Liaises and builds networks with local stakeholders to facilitate communication on and coordination of activities, thereby ensuring more efficient implementation of health programs. May represent the ICRC vis-à-vis beneficiaries, local authorities, humanitarian players, armed groups etc.
  • Support the SRCS in designing, implementation, and monitoring of First Aid (FA) activities in the AoR
  • Supports, facilitates and implement FA Training to arm carriers, offering technical support as needed
  • In an emergency, assists mobilization of Emergency Action Teams support of health teams.
  • Be the focal person for the Prehospital Emergency Care (PHEC) program in Darfur, assessment, implementation, and monitoring in coordination with the line manager and health Field Officer.

  • Strongly motivated by humanitarian work
  • Able to work under pressure in a potentially dangerous environment

 

Certifications / Education required

  • Degree in medicine or nursing, Qualifications in public health or health management a strong asset.
  • Registered with the Sudan Medical Council
  • Good connections with local health authorities or groups of interest for the ICRC.
  • Fluent written and spoken command of English as well as the local language.
  • Expert level in computer skills and Microsoft Office

Professional experience required

  • 3 to 5 years of total work experience (including 2 years of clinical experience) with minimum 2 years’ experience in the humanitarian sector and Emergency Medicine with excellent knowledge of the assigned geographic area a strong asset.
  • Ability and readiness to work for extended periods in the field.
