Job Description

Context
 

Libya remains a key destination and transit country along the central Mediterranean route for migrants seeking to reach Europe. Migrants, refugees and internally displaced persons (IDPs) in Libya are highly vulnerable to violence, exploitation and abuse with limited access to critical lifesaving support, such as health services, food, shelter and protection assistance The complex political context, characterized by ongoing tensions and security challenges, creates an environment of insecurity, violence, and human rights abuses against migrants. The situation is especially dire for migrants in vulnerable situations, as they often lack documentation, face unemployment, and are at risk of arbitrary detention, trafficking, or forced family separations due to their irregular entry into Libya. Social isolation further hinders their access to essential protection services. IOM established its operations in Libya in 2006. Throughout the country, IOM provides a comprehensive response to the needs of affected population. Protection activities are an integral part of many of IOM Libya's current programming. 
In this context, IOM Libya Community Hosting Team aims to provide safe shelter and community-based support to vulnerable migrants, thereby reducing their exposure to protection risks. By leveraging host family networks and community resources, the team offers an alternative to detention for migrants in need. 
Under the overall supervision the Outreach and Community Based Protection (CBP) Officer, the direct supervision of the Community Hosting Senior Protection Assistant, and in close coordination with other relevant units of the programme, the incumbent will support the implementation and monitoring of IOM Libya protection activities with a focus on community hosting services. The incumbent will be based in Tripoli with possible travels to other areas of the country.
 

Responsibilities

1. In close collaboration with embassy representatives, local NGOs and IOM Protection Officers assist in identifying suitable placement options for vulnerable migrants in community-based settings or other safe accommodations (safe shelters etc.).
2. Support administrative (contracts), financial (payments) logistics (distribution and transportation) and operational processes linked to the community hosting programme activities.
3. Assist in identifying and monitoring vulnerable individuals referred for community hosting, in close consultation with protection case workers, embassies of country of origin, partner organizations, and relevant IOM units.
4. Conduct routine monitoring visits to community members and individual referred cases, 
5. Provide information on available services to migrants in vulnerable situations such as VoTs, UASCs, survivors of violence, exploitation and/or abuse. 
6. Serve as the focal point for matters related to adherence to programme guidelines and codes of conduct, including carrying out routine compliance assessments, and reporting observations to the supervisor. 
7. Assist in the maintenance of all records and files; provide basic statistics and data analysis as required.
8. Assist with informal translations of documents, information, and data as well as support oral interpretations between English and Arabic (French is considered an advantage) as needed.
9. Assist community members and migrants in participating in community-based protection activities. 10. Participate in awareness-raising events and support IOM in trainings and workshops related to community hosting and alternatives to detention.
11. Perform other duties as may be assigned.

Qualifications

Education
  • Bachelor’s degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Social Work, International Relations or Law, or relevant field with three years’ experience in a relevant field. 
  • High school diploma with five years of relevant professional experience
Accredited Universities are those listed in the UNESCO World Higher Education Database.
 
Experience
  • Experience supporting the implementation of migration, protection, or related activities, preferably involving direct support to vulnerable migrants and/or refugees with a government or UN agency, or a regional or international organization in the Middle East and/or North Africa. 
Skills
  • Strong organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines.
  • Practical problem-solving attitude and skills.
  • Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment.
Languages
  • Fluency in English and Arabic is required. Working knowledge of French is an advantage
