The Position:

The National Data and Knowledge Management Analyst reports directly to the Planning, Monitoring and Evaluation Programme Analyst. This role receives technical and substantive guidance from the Regional Advisor on Population and Development and the Planning, Monitoring and Evaluation team. The analyst will build and maintain collaborative relationships with UNFPA staff at all levels and with a wide range of external partners, including UN agencies, government agencies, national partners, international CSOs, experts, academia, the private sector, professional associations, and donors.

Job Purpose:

The National Data and Knowledge Management Analyst assists in the development and implementation of UNFPA’s country programme, focusing on data and evidence and monitoring and evaluation.  

 

This position is responsible for the collection, quality control, analysis, and interpretation of data, as well as the dissemination of information from external sources. The goal is to use this data to strengthen evidence-based policy, planning, programming, and advocacy. 

 

The analyst will support the development of measurement tools and guidelines for their use, as well as the monitoring of indicators relevant to UNFPA's mandate. A key part of the role is to provide specialized technical assistance to strengthen the management of regional (Latin America and the Caribbean) and national-level databases and the analysis of demographic patterns and trends related to UNFPA's three transformative results: 

● Ending unmet needs for family planning,

● Ending preventable maternal deaths,

● Ending gender-based violence. 

 

This role will also promote knowledge management in population and development, supporting evidence-based decision-making and ensuring the integration of crosscutting issues like climate change, migration, and gender. 

 

The analyst will provide technical assistance to Bolivia Country Office, implementing partners, and key stakeholders to help build their capacity. This includes supporting the generation and use of high-quality, disaggregated data for programs and advocacy, the analysis of priority indicators, the identification of gaps and inequalities, and the monitoring of UNFPA's three transformative results. 

 

Ultimately, this position will contribute significantly to strengthening the Bolivia Country Office team and its partners in results-based management and in the analysis and use of data related to population and development. 

 

You would be responsible for:

Under the supervision of Planning, Monitoring and Evaluation Programme Analyst, the incumbent will have the following main responsibilities: 

 

Improving Data Availability and Use:

● Gathering, quality control, analysis, and interpretation of data, including the dissemination of data from external sources and its use to strengthen evidencebased policy, planning, programming, and advocacy,

● Supporting the development of measurement tools and guidelines for their use, as well as the monitoring of indicators relevant to UNFPA's mandate,

● Providing technical support to improve the availability and use of quality disaggregated data, offering guidance and recommendations for the development of the Population and Housing Census, Demographic and Health Survey, National Vital Statistics System, sub-national population projections, and other surveys or studies relevant to UNFPA's mandate,

● Supporting regional (Latin America and the Caribbean) and national-level monitoring of relevant ICPD, SDG, and other regional and organizational indicators pertinent to UNFPA's mandate, in collaboration with internal and external partners,

● Managing, updating, and maintaining UNFPA's global databases, including data quality assurance to ensure data is complete, accurate, and comparable across countries, with regular updates and improvements,

● Supporting the submission of annual SDG data reports and the production of content for the SDG report,

● Analyzing development, health, and gender data and ensuring that relevant and updated indicator data, along with corresponding metadata, are included in UNFPA databases,

● Collaborating with thematic coordinators on the updating and maintenance of data relevant to each area. 

 

Support for Results-Based Planning and Monitoring:

● Contribute to project planning and formulation processes by providing up-todate data, context analysis, and relevant information on indicators and socioeconomic gaps,

● Coordinate with program and project officers on information requirements to track progress in implementing work plans, strengthening teams' capacity in results-based management. 

 

Results Analysis and Knowledge Management:

● Conduct rigorous analyses and support the development of signature thematic reports by triangulating data from various sources to identify patterns, trends, and insights for evidence-based planning, policy advocacy, and resource investment,

● Create and apply innovative statistical applications, including the use of generative AI, machine learning models, or algorithms to predict and project various outcomes and scenarios,

● Assist in the process of results systematization, identifying best practices and preparing periodic reports,

● Coordinate the formulation, design, implementation, monitoring, and approval of an annual plan for Strategic Studies on UNFPA's mandated topics, including the Population Situation Analysis, in collaboration with counterparts and the Country Office's technical teams,

● Organize and oversee the dissemination of study and research findings, using the most appropriate media for each case and coordinating with UNFPA's Communications Area. The goal is to ensure the best use of evidence for advocacy, public policy formulation, and high-impact interventions related to UNFPA's three Transformative Results,

● Develop, enhance, and support innovative ways to better meet UNFPA's internal data and information needs at national, regional, and global levels. This includes creating dashboards and profiles on various UNFPA priority thematic areas (e.g., adolescents and youth, family planning, child marriage, maternal health and mortality, and census dashboards, including SDG 5.6),

● Collect and analyze data from administrative records, primarily on Maternal Mortality, Sexual Violence, and Adolescent Pregnancy, in coordination with Planning, Monitoring and Evaluation Programme Analyst. The purpose is to use this data for decision-making in planning, monitoring, and evaluation. 

 

Coordination and Participation in Technical Forums:

● Actively participate in working groups and coordination forums focused on sociodemographic data and indicator analysis, within the UN System, and with national counterparts,

● Facilitate the planning, monitoring, evaluation, and reporting processes for various ongoing projects, such as the KOICA-funded program. This includes providing data collection tools and offering technical support to the UNFPA team and their counterparts,

● As a member of the Country Office's monitoring and evaluation team, provide technical assistance and follow-up on the annual planning process (work plans) and the five-year planning process (Country Programme development, evaluation plan, Theory of Change, etc.), with a focus on strengthening the team in results-based management and quality control,

● Coordinate this same process with other UN agencies.

Carry out any other duties as may be required by UNFPA leadership. 

 

Qualifications and Experience: 

 

Education:  

Advanced university degree (Master's degree or equivalent) in social science related disciplines (sociology, political science, international relations, economy, demography, health, and any other related science).  

 

Knowledge and Experience: 

  • Experience in research, with a specific focus on population and health analysis related to UNFPA's mission,
  • Demonstrated experience in processing social, economic, and demographic data and building indicators,
  • Experience managing research studies and generating evidence, particularly on topics like sexual and reproductive health, gender, violence against women (with an emphasis on sexual violence), youth and adolescence, and humanitarian assistance is an advantage,
  • Strong knowledge of database development, management, structures, and methodologies,
  • Solid proficiency in statistical software packages, including SPSS, STATA, REDATAM, and R,
  • Robust data visualization skills, including GIS, PowerBI, and similar applications,
  • Experience with results-based management: Planning, Monitoring, Evaluation, and Reporting,
  • Familiarity with human rights, gender, and intercultural approaches,
  • Proficiency in the Windows and Microsoft Office suite (Word, Excel, PowerPoint, Project).

 

Languages: 

Fluency in written and spoken Spanish and English working knowledge required.
