Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. For over 60 years we provide relief and recovery for people during and following conflicts and disasters around the world. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). Following the full-scale invasion on 24 February 2022, Malteser International has expanded its humanitarian support rapidly to address the growing needs across the country in partnership with more than 8 local partners to provide critical support and relief to people affected by the crisis. Today, Malteser International’s humanitarian response includes distribution of food, hygiene items, winter kits, Shelter and MPCA to hard-to-reach areas in Eastern and Southern Ukraine to alleviate challenges and risk of people lives. The international network of the Order of Malta stands with the people affected by the war in Ukraine and will continue to do so for as long as help is required.
In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a MEAL Officer for its office in Kyiv.
Your responsibilities:
- Support the development of MEAL plans during the proposal phase and create M&E workplans and ITTs for each project, collaborating with MEAL teams from partner organizations
- Coordinate with partners to ensure timely submission of monthly reports. Review MEAL reports from partners, offering feedback and ensuring high-quality submissions
- Track program activities in relation to set targets and indicators, while documenting key achievements and challenges
- Oversee the development or review of MEAL tools (e.g., assessment tools, surveys, distribution lists) in partnership with relevant stakeholders
- Act as a focal point for the MI’s accountability mechanisms, and follow up with the partners accountability FPs to track, manage, address complaints and feedback, and lead into accountability data integration on the future projects proposal stage
- Provide technical guidance and facilitate training, coaching, and mentoring to strengthen the MEAL capacities of partner teams
- Design and implement capacity-building plans based on identified needs
- Conduct regular monitoring visits to project sites, offering feedback for ongoing quality control
Your profile:
- Bachelor’s degree or equivalent in the social sciences or public health fields
- Experience in MEAL and/or data management
- Demonstrated ability to conduct rigorous quantitative and qualitative analysis using appropriate analytical methods; design and implement quantitative and qualitative rapid appraisals, etc.
- Experience with mobile data collection tools (Kobo, or others)
- Good skills in MS Excel
- Ability and interest in working with local partners and building their capacities
- Fluency in both Ukrainian and English Languages (written and spoken)
What we offer:
- Start Date: January 2026
- Duty Station: Kyiv
- Duration of contract: 30/06/2026 with possibility of extension, subjected to donors’ funding
- Salary according to qualification and experience, starting from 80850 UAH gross
