JOB TITLE: Programme Policy Officer (VAM)
UNIT/DIVISION: Monitoring, Evaluation, Accountability and Learning/Research, Assessment and Monitoring Unit

DURATION: One year, annually renewable based on performance and budget availability
Organizational Context and Role:
South Sudan faces one of the world’s most severe food security and nutrition crises. Persistent conflict and insecurity, recurrent landscape-changing flooding and largescale population displacement coincide with a protracted economic crisis, creating an environment of extreme uncertainty for millions of people. The conflict in neighbouring Sudan adds pressure, disrupting trade and threatening critical oil pipelines.
WFP provides live-saving emergency assistance in South Sudan while, at the same time, pursuing incremental gains in resilience, development and peace over multiple years and interrelated programme cycles, with the long-term ambition to reduce the need for humanitarian assistance by promoting self-reliance and resilience and strengthening national capacity and systems.
Based in the Vulnerability Analysis & Mapping (VAM) Unit in WFP’s Country Office in Juba, South Sudan, the incumbent will, under the supervision of the Head of VAM, contribute to the VAM evidence base that supports WFP’s food security policies and programming.
Purpose of the assignment:
To collect, manage, analyze and visualize food security data and explore related questions using quantitative methods, generating the evidence to inform effective food security programming and underpin advocacy efforts.
Accountabilities & Responsibilities:
The incumbent will perform the following tasks:
Survey Design and Data Collection
Contribute to sampling design, questionnaire development, validation and programming of survey tools/xls forms for food security assessments (e.g., Food Security & Nutrition Monitoring System (FSNMS), joint assessments in refugee/IDP camps, Interagency Rapid Needs Assessments).
Ensure rigorous data quality standards are maintained throughout all stages of survey implementation.
Data Management and Analysis
Clean, process, and analyze primary and secondary data.
Apply statistical methods and basic machine learning techniques to derive insights into food insecurity trends and the effects of programmatic decisions.
Conduct data analysis to inform operational decisions such as geographic targeting, prioritization, and ration size determination.
Reporting and Visualization
Develop reports and data visualizations to effectively summarize and communicate key findings.
Support the preparation of timely food security and vulnerability reports in line with VAM policies, processes, and guidance to inform strategic planning and program design.
Capacity Building and Collaboration
Support the rollout of targeting and prioritization approaches for core programmes, including delivery of relevant training.
Liaise with internal counterparts and stakeholders to ensure effective collaboration and data-sharing.
Continuous Learning and Innovation
Stay informed on emerging trends, tools, and best practices in data analysis, visualization, and food security assessment.
Contribute to developing innovative solutions to enhance data-driven decision-making.
Other Duties
Perform other related tasks as required to support analytical and programmatic needs.
Functional Capabilities:
Food Security Analysis. Demonstrates ability to conduct structured food security analysis, identifying underlying macro and micro factors impacting food security of communities, and provide findings and recommendations for the programmatic response.
Food Security Monitoring. Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.). Provides technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.
Food Security Assessment. Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic responses.
Strategic Operational Understanding. Demonstrates a strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence based on underlying technical and policy advice given to stakeholders.
Qualifications and Experience Required
Education
Advanced university degree in Statistics, Data Science, Economics, Agricultural Economics, Food Security, Public Health/Nutrition, Geography or related field or first university degree with additional years of related work experience and/or training/courses.
Experience
For master’s degree holder or higher: At least two years of post-graduate progressive experience in a related field, with at least one year of experience as a data analyst. The related experiences include food security or vulnerability analysis, assessment and monitoring, working on food/cash assistance programmes, project management and design in humanitarian/development settings. Experience in working with UN agencies, NGOs, international organizations or government structures is essential.
For bachelor’s degree holder: At least four years in a related field is required with at least one year of experience as a data analyst.
Experience in South Sudan, particularly in the food security sector, will be an added benefit.
Experience in IPC analysis would be an asset.
Knowledge and Competencies
Advanced expertise in the use of statistical software, including R and/or SPSS, is required. Python knowledge is an asset.
Proficiency in at least one data visualization product (such as R, Tableau, or Power BI) is desirable.
Computer skills, including word processing, spreadsheets, and other standard software packages and systems.
Excellent analytical skills, high level of organization, rigor, and attention to detail.
Resourcefulness, curiosity, initiative, maturity of judgments, and tact.
Ability to communicate clearly both orally and in writing.
Ability to work in a team and establish effective working relations with people of different nationalities and cultural backgrounds.
Demonstrated ability to work under pressure, in complex crises and challenging situations.
Willingness to travel to remote field locations.
Language: Fluency in both oral and written English; knowledge of classic Arabic or one of the local languages in use at the areas of operation would be an added asset.
