Operating in 177 countries and territories, Our client's offers a global perspective and local insight to empower lives and build resilient nations.This Call for Proposals is issued under the UNDP Strengthening Local Capacities for Resilience and Recovery, funded by the Governments of Denmark, Korea and Luxembourg through the Funding Window for Governance, Peacebuilding, Crisis and Resilience, which supports gender-responsive governance and community resilience in Sebha and MurzuqThe Women’s Support and Empowerment Affairs Offices (WSEAOs), established under Resolution No. 1500 of 2021, play a key role in empowering women at the municipal level across Libya. The offices’ responsibilities include supporting initiatives for women’s inclusion, facilitating access to education, health, justice, and welfare services, and receiving and examining complaints related to women’s affairs Previously, efforts have been initiated to strengthen the WSEAOs in Sebha and Murzuq by mapping out requirements for referral mechanisms that may provide women with structured, confidential access to essential services across different sectors. Our client in libya Libya is seeking to engage a consultant to further define and subsequently implement concrete referral procedures in the two target municipalities of Sebha and Murzuq in coordination with relevant stakeholders.

Output 1: WSEAO referral procedures are established, based on the Handbook’s conceptual framework, and supported by tools, equipment and enhanced stakeholder linkages. Activities include but are not limited to:
Compose an Inception Report that assesses gaps in current WSEAO practices, staff capacity, workflows, and documentation systems, while identifying equipment and confidentiality needs. Findings will inform the methodology and detailed plan for establishing referral procedures.
Develop a Referral Stakeholder Mapping to facilitate transfer of referral cases and inform relevant policy interventions.
Development clear standard operating procedures (SOPs), covering case intake, screening, documentation, referral decision-making, follow-up and closure, data protection, staff roles and responsibilities, and essential safety and safeguarding measures and design needs-based tools and equipment for case management and documentation, including Case Intake Forms, Case Log Templates, a Referral Directory, standardized Referral Forms, and concise internal reporting templates etc.
Plan two stakeholder networking events, one in Sebha and one in Murzuq, to present the referral procedures hosted by the WSEAOs in the target municipalities, agree with relevant interlocutors on information sharing and coordination pathways, and strengthen institutional commitment to sustained collaboration.
Output 2: WSEAO staff in Sebha and Murzuq operationalize referral procedures, use the tools, document cases, coordinate with partners, and generate policy insights. Activities include but are not limited to:
Undertake training & mentoring on the designed SOPs ensuring WSEAO staff from Sebha and Murzuq can manage referral procedures with confidence, including handling real cases, ensuring proper documentation, assisting in referral decision-making, troubleshooting coordination challenges, and adopting the correct use of tools and equipment.
Support the WSEAOs staff from Sebha and Murzuq in outreach activities and coordination with relevant partner organizations to capture and handle at least 5 referral cases for each municipality.
Analyze captured referral data and derive concise evidence-based policy recommendations specific to Sebha and Murzuq municipalities in close collaboration with WSEAO staff in the target municipalities.
Submit a final report including lessons learned and recommendations for follow-up activities.

Further informationProven experience in designing SOPs, workflows, or operational guidelines for service provision targeting women and/or protection systems.
Experience designing and conducting capacity-building trainings and mentorship programs.
Experience working with municipal structures, women’s institutions, or community-based service providers in South Libya.
Previous experience with UN agencies is desirable.
